Take proactive, decisive steps

Recently, the Ministry of Agriculture and Environment has mobilized 34 civil servants from the Department of Land Management to 34 provinces and cities to support land management when the two-level local government comes into operation.

This has demonstrated the strategic vision and political determination of the Central Government in ensuring the new model operates smoothly and effectively.

According to Decision No. 3161/QD-BNNMT, from August 15, 2025, 34 officials of the Ministry of Agriculture and Environment will be directly present at the grassroots level for 3 months to guide and support local officials in performing decentralized and delegated land management tasks. This is a sensitive and complex field, directly related to the interests of people and businesses.

Delays or errors, no matter how small, can cause major consequences, affecting socio -economic development, security and order as well as people's trust. Therefore, sending civil servants to support provinces and cities right in the initial stage of operating the 2-level local government model of the Ministry of Agriculture and Environment is proactive, preventing from afar, instead of letting shortcomings exist and then fixing them. This action reflects the spirit of administrative reform that does not stop at issuing documents, but is closely linked to the motto "one policy, ten actions", both ensuring discipline and public service discipline, and accompanying localities to quickly adapt to the new mechanism.

Land management practices have long shown that differences in development conditions, staff capacity, and management levels between localities often lead to disparities in implementation organization. In the context of strong decentralization and delegation of power, the risk of “hot above, cold below”, or even “freeze above, blockage below” can occur if there is a lack of timely connection mechanisms. Sending highly qualified civil servants to localities is not only to provide technical and professional support to the grassroots, but also plays the role of a “two-way bridge”: from the Central to the grassroots to guide, supervise, and ensure compliance with the law, and from the grassroots to the Central to honestly reflect difficulties, recommend adjustments, and improve institutions. Moreover, this two-way connection contributes to improving the feasibility and consistency of the legal system. In particular, in the context of the National Assembly considering amending and supplementing the Land Law, experience and information compiled from civil servants from the central level to the local reality will be a valuable source of data, helping policy making to closely follow reality and minimize legal delays.

Land management has always been a "test" of the administrative apparatus's management capacity. Corruption, negativity, and policy profiteering in the land sector have been pressing issues, eroding social trust. Therefore, every reform and rectification move in this sector is of great significance. The Ministry of Agriculture and Environment's dispatch of civil servants to the grassroots level shows a strong determination to "leave no gaps" in management when the two-level local government model is implemented. This is a strong political commitment, affirming the "constructive" role of the State in ensuring discipline and law, preventing violations from the root, instead of dealing with the consequences.

From the story of the Ministry of Agriculture and Environment mobilizing 34 civil servants to support localities, we can draw an important message: Administrative reform cannot rely solely on documents and resolutions, but must be accompanied by concrete and practical actions. In particular, this approach needs to be expanded by the Central Government to other areas. Because only when ministries and sectors work together with localities, creating a mechanism of "learning while doing", "doing to gain experience and improve", will the 2-level local government model truly be effective.
