At the conference, the representative of the Ministry of Justice informed the delegates about the content of Resolution No. 66.7/2025/NQ-CP dated November 15, 2025 of the Government on the reduction and simplification of administrative procedures based on databases and Official Dispatch No. 7422/BTP-CTXDVBQPPL dated November 19, 2025 of the Minister of Justice on the implementation of Resolution No. 66.7/2025/NQ-CP.
At the same time, representatives of central ministries and branches provided specific guidance on the following contents: Statistical forms, review of administrative procedures within the scope of State management of ministries, ministerial-level agencies and localities; methods of reviewing and standardizing application forms and declarations to serve the construction and provision of interactive electronic forms; construction of electronic forms and internal processes for handling administrative procedures.
Accordingly, applications and declarations under administrative procedures must be reviewed in order, ensuring clarity, brevity, necessity and clear responsibilities of individuals and organizations. The review must be carried out for each information field, with the ability to share data for automatic filling and automatic confirmation through national and specialized databases. Basic information that needs to be digitized and integrated includes: Document name, organization/individual identification code, document code, agency and time of issuance.
Discussing at the connecting points, many localities pointed out that the implementation still faces difficulties such as: Procedures in some fields change continuously; records and interconnection processes between sectors are not uniform; information technology infrastructure and specialized human resources to control administrative procedures are still limited.

According to a representative of the Bac Ninh Provincial Public Administration Service Center, when implementing the process vertically from the central to provincial and communal levels, it is easy to encounter problems, especially at the communal level because specialized agencies at the communal level are in charge of fields related to many sectors.
To handle administrative procedures, specialized agencies at the commune level must enter the separate procedures of each ministry and branch to complete and submit for signature. Therefore, the Ministry of Justice and relevant agencies need to coordinate the handling of administrative procedures on the National Public Service Portal, ensuring that only one procedure can be used to handle records for all fields.
Concluding the conference, Deputy Minister Nguyen Thanh Tinh emphasized that reviewing and standardizing administrative procedures at three levels of government is a key task to synchronously implement administrative reform goals, ensure publicity and transparency, and create maximum convenience for people and businesses.
He requested that ministries, branches and localities urgently review and standardize administrative procedures, send reports on statistical results, review and standardization of dossier components and administrative procedure settlement processes to the Ministry of Justice before December 5, 2025.
During the implementation process, units and localities carry out standardization in conjunction with reviewing internal procedures, ensuring that the steps for receiving and processing records are synchronous and unified, and enhancing the application of information technology and digitizing records. Sectors and localities proactively coordinate with the Ministry of Justice and the Government Office to remove difficulties; strictly implement reporting on progress and results according to regulations.
