Carrying out tasks according to the plan program of the Central Steering Committee on science and technology development, innovation and digital transformation, the Ministry of Health has issued Decisions and Plans for effective and practical implementation.
The Ministry of Health has coordinated with 05 accompanying enterprises assigned in Resolution No. 214/NQ-CP dated July 23, 2025 to conduct a comprehensive survey of 12 databases and did not register for public-private partnership to build the database.
The Ministry of Health, in coordination with the Ministry of Public Security, has basically completed the survey and updated data for facilities within the assigned tasks according to the motto of correctness, sufficiency, cleanliness, vitality, unity, shared use, synchronization, and consistency.
Currently, 4 databases have completed connection with the National Data Center, Ministry of Public Security. The Ministry of Health is upgrading 7 databases, unifying connection with the Center; At the same time, upgrading according to 2-level local government for 01 database.

The Ministry of Health is making efforts to promote related tasks on updating information after implementing the two-level local government, establishing solutions for timely disbursement, ensuring legal procedures to basically complete the task in 2025.
At the meeting, units under the Ministry of Health and members of the Inter-sectoral Working Group of the Central Steering Committee on Science and Technology Development, Innovation and Digital Transformation discussed and found solutions to remove some difficulties and obstacles in implementing Resolution No. 57-NQ/TW, Plan No. 02-KH/BCĐTW, Resolution No. 71/NQ-CP, Resolution No. 214/NQ-CP and related contents of the Ministry of Health for smooth implementation in the coming time, focusing on some Databases: Personal medical identification code; Electronic medical records; Electronic hospital fee payment; Forensic examination; Medical facility environment.
The Ministry of Health proposed to adjust the content of "deploying the health sector database" to "deploying the national health database" to ensure consistency with current regulations.

Speaking at the working session, Mr. Nguyen Huy Dung, full-time member of the Steering Committee, Head of the Inter-sectoral Working Group, affirmed that the important requirement emphasized by the Central Steering Committee is consistency, therefore, units under the Ministry of Health need to continue to coordinate, synthesize, complete and cooperate with accompanying technology enterprises to standardize internal processes and input database information fields, moving towards unified implementation nationwide.
The Central Steering Committee on Science, Technology, Innovation and Digital Transformation always accompanies, shares, supports and joins hands with the Ministry of Health to overcome difficulties. The Ministry of Health should soon complete the database group assigned by the Central Government and with the proposed group of opinions, should soon advise on drafting documents to submit to the Steering Committee, aiming to basically complete the task in 2025.

The Ministry of Health considers this a key task requiring high concentration to implement in accordance with the requirements of the Central Steering Committee.
Based on the practical results of the reports of the units through the information at the working session, Deputy Minister Nguyen Tri Thuc requested the Departments, Divisions, Centers... of the Ministry of Health, according to the assigned tasks, to continue to resolutely and highly focus on implementation, promote connection, sharing and exchange of information with the professional units of the Ministry of Public Security to complete the tasks according to the Plan; The database groups in progress need to clearly define the tasks and implementing officers to complete with high quality, meeting the requirements in consulting work and practical implementation.
