Looking back at 2024 for our country, it can be summarized in six words: Change – Stability – Development. Despite changes in some high-ranking Party and State officials, as well as key personnel in many localities; the loss and grief over the passing of the late General Secretary Nguyen Phu Trong; and numerous difficulties and challenges both external and internal, we have always remained united, determined, and maintained stability to achieve breakthroughs in development.

The most important factor contributing to stability and development is the determination and decisiveness of General Secretary To Lam, with many new and strong guiding principles and ideas, based on steadfastly inheriting the thoughts and viewpoints of previous generations.

From then on, not only was there a high level of unity and solidarity, but also a new momentum and determination were created throughout the Party and the entire political system. Cadres, Party members, and the people are very enthusiastic, confident, and expect new developments and achievements to be attained soon.

The most important message is to usher the country into a "New Era – an era of national growth, development, and prosperity," with two key tasks ahead: accelerating and successfully achieving the targets set forth in the Resolution of the 13th National Congress of the Party; and successfully organizing party congresses at all levels and the 14th National Congress of the Party.

From there, focus on the weaknesses and bottlenecks hindering development, and identify key, urgent tasks to unlock resources and unleash productive forces.

First and foremost, we need to innovate our thinking on institution building, decisively abandoning the "if we can't manage it, we ban it" approach, and strengthening autonomy so that "local authorities decide, local authorities act, and local authorities take responsibility."

Next, we need to carry out a revolution to streamline the organizational structure, creating the groundwork for restructuring the workforce of officials, civil servants, and public employees, selecting those with genuine talent and dedication.

Alongside this, a "digital learning" movement is being launched to promote comprehensive digital transformation, aiming to make Vietnam a global digital technology hub and contribute at least 50% to GDP.

In particular, we must continue to vigorously, resolutely, persistently, and relentlessly implement the work of preventing and combating corruption and negative phenomena, without any forbidden areas or exceptions; linking the prevention and combating of corruption and negative phenomena with the prevention and combating of waste, placing the prevention and combating of waste in an equivalent position to the prevention and combating of corruption and negative phenomena.

The fight against corruption, waste, and negative practices must be carried out down to the grassroots level, including Party branches, under the supervision of the people, serving best the task of socio-economic development, protecting the interests of the nation and the Party, and safeguarding innovation, creativity, and the courage to think and act for the common good, with pure motives.

It has to be done, and there can be no further delay.

These messages and guiding principles address pressing issues arising from the realities of national development, issues that cannot be ignored or delayed any longer.

Now the entire political system is operating at a new pace, with new momentum, focusing solely on action, and has produced new results.

GDP increased by 7%, placing Vietnam among the few countries with high growth rates in the region and the world; all socio-economic indicators were completed and exceeded the set targets; many indicators were ranked higher internationally than the previous year (the e-government development index increased by 15 places, the happiness index increased by 11 places, the cybersecurity index increased by 8 places, the sustainable development index increased by 1 place, etc.).

Many strategic tasks have been decided upon and implemented, creating momentum for growth, such as the North-South high-speed railway project and the Ninh Thuan nuclear power plant.

Agencies and organizations have swiftly reviewed and proposed restructuring and streamlining of their apparatuses, resulting in significant changes. Although there are still many mixed feelings and regrets, everyone is highly determined, and many pioneers have sacrificed personal interests for the common good.

There have also been new breakthroughs in the fight against corruption and negative practices. The government and local ministries and agencies are urgently reviewing and initially identifying many projects with signs of significant losses and waste. In Hanoi alone, the review has identified more than 800 projects of this type, demonstrating the seriousness and urgency of addressing wasteful practices.

The investigative agency has also initiated legal proceedings in several cases of wastefulness to serve as a general warning and cautionary example. In particular, competent authorities have disciplined a number of former key leaders of the Party and State for violations in performing their assigned duties and responsibilities, and in the fight against corruption and negative practices, violating the rules that Party members are not allowed to break and failing to set a good example.

The year 2025 is of great significance, laying the groundwork for the country to enter a new era. With the new messages and guiding principles of General Secretary To Lam, the new momentum and determination of the entire political system and society, and based on the achievements made, we have high expectations for double-digit development in the next phase and are confident in the success of the two centenary goals we have set.
