Promoting digitalization and data exploitation has been identified as one of the key factors driving this transformation. By the end of 2025, the rate of digitized records and administrative procedure resolution results across the province will reach over 91%, with the commune level achieving almost 100%. Digitization not only replaces paper records with electronic data but also contributes to standardizing processes, increasing transparency, and enhancing accountability of administrative agencies.

Mr. Pham Thong Nhat, Deputy Director of the Department of Science and Technology of Ca Mau province, said: "Digital transformation is identified as a long-term process, using the effectiveness of serving people and businesses as a measure. The province focuses on investing in digital infrastructure, shared platforms and data, while also paying attention to improving the capacity of officials and civil servants, especially at the grassroots level. When the system operates stably, people will clearly see the benefits through faster and more transparent procedures."
Along with digitalization, comprehensive online public services have been widely implemented. 100% of eligible administrative procedures are provided online; the rate of online application processing reached nearly 89%, exceeding the set target; and the rate of online payments reached nearly 99%. These figures demonstrate a clear shift in people's habits regarding access to public services, from initial hesitation to proactively using digital platforms.
Population data continues to be identified as the core foundation of digital government. The entire province has issued over 1.75 million Citizen Identity Cards, activated over 1.67 million level 2 electronic identification accounts, and completed 100% digitization of civil registration data. Databases on education , taxation, insurance, and businesses are gradually being connected and shared, effectively serving the implementation of Project 06 and interconnected public services.
With the achievements made in 2025, Ca Mau is facing the opportunity to continue its breakthrough in the next phase. The institutional, technological, and data foundations have been formed relatively synchronously, creating a premise for the province to move towards building a truly digital government, with citizen satisfaction as the central focus and driving force for development.
