2025 is identified as a pivotal year in the reform process. Ca Mau is implementing many fundamental policies in a coordinated manner, most notably the consolidation of the administrative procedure information system with the National Public Service Portal, and the reorganization of local government into a streamlined, effective, and efficient two-tier model. This restructuring aims not only to reduce the number of administrative units but, more importantly, to clarify authority and responsibility, creating conditions for public services to be closer to the people.

Based on this foundation, the public service delivery network is organized uniformly from the provincial level to the grassroots, ensuring 100% of commune-level administrative units participate in operating the system. The authority to handle administrative procedures is clearly defined: the provincial level focuses on handling specialized and complex procedures; the commune level directly handles hundreds of essential procedures related to the daily lives of citizens. This approach reduces pressure on higher levels and shortens processing times at the grassroots level.

At the Dat Moi Commune Public Administrative Service Center, digital transformation has directly impacted the daily work methods of officials and citizens. Mr. Nguyen Quang Vinh, a civil servant at the Dat Moi Commune Public Administrative Service Center, said: "The digitization of documents and the processing of procedures on the electronic system have made the processing clearer and more convenient. Citizens are guided to submit documents online and track progress directly on the system; officials can also easily look up and compare information, reducing errors and delays compared to before."
