Ca Mau affirms its aspiration to rise up in the era of integration and development

The 1st Congress of the Ca Mau Provincial Party Committee, term 2025-2030 (scheduled to take place on October 16-17) is an important political event, marking a new development step of the province after the merger of the two old provinces of Ca Mau and Bac Lieu .

Ca Mau - the southernmost province of the country, strives to become a comprehensively developed, dynamic province by 2030, confidently entering a new era with the whole country.

Ahead of the Congress, VNA reporters in Ca Mau had an interview with Ca Mau Provincial Party Secretary Nguyen Ho Hai about preparations for the Congress and the province's comprehensive development orientation in the coming term.

- The 2020-2025 term is a period when Ca Mau has to face many difficulties and challenges, but it is also a period when the province strives to make breakthroughs in many fields. On the occasion of the 1st Provincial Party Congress, term 2020-2025, could you please give a general assessment of the province's outstanding results in implementing the Congress Resolution?

Secretary of Ca Mau Provincial Party Committee Nguyen Ho Hai: During the 2020-2025 term, despite facing many difficulties, especially the COVID-19 pandemic which has significantly impacted the implementation of goals and tasks during the term, the Party Committee, government and people of Ca Mau province have made great efforts to implement the goals and tasks of the term, focusing on overcoming difficulties and limitations and achieving important results in many fields.

Over the past 5 years of implementing the Resolution of the Provincial Party Congress for the 2020-2025 term, the work of Party building, rectification and political system building has been carried out synchronously and effectively; the organization and apparatus of the political system have been consolidated and perfected; planning and training associated with the arrangement and assignment of staff have been carried out synchronously, proactively, closely and seriously.

Many major socio-economic tasks and targets have been implemented with good results; the economy has grown quite well; socio-cultural progress has continued; the quality of education has been improved; national target programs on new rural construction and sustainable poverty reduction have achieved practical results; the rate of poor and near-poor households has decreased sharply; the material, cultural and spiritual life of the people has been improved.

National defense is firmly ensured; political security, order, and social safety are maintained. People's trust in the Party and State continues to be consolidated and strengthened.

The above results were achieved thanks to the close and close leadership and direction of the Party, State, National Assembly, Government, Central Fatherland Front, ministries, departments and branches, the active support and assistance of localities nationwide; the resolute leadership and solidarity of Party committees, authorities, Fatherland Front, socio-political organizations and the high consensus of the people and business community.

The socio-economic situation has made many remarkable strides. The economic growth rate (GRDP) has achieved good results, averaging over 7%/year; the economic structure has shifted in the right direction; socio-economic targets have been basically fulfilled. The economic pillars have been implemented and achieved many good results.

Ca Mau province has now completed and put into operation 16 wind power projects with a total capacity of 870.2 MW, along with 2,827 rooftop solar power systems with a total capacity of 236.4 MW, contributing to the rapid development of renewable energy production; the seafood processing industry for export has played a key role with over 80 seafood processing factories for export, with a total designed capacity of about 500,000 tons/year.

At the same time, the network of commercial and service establishments has developed more and more synchronously, with diversified operating methods, ensuring smooth operation, well meeting the production and living needs of the people; total retail sales and consumer service revenue reached over 800 trillion VND.

Diversify products in the form of transportation, logistics, tourism, finance and banking services. Promote and expand export markets, with total export turnover in 5 years reaching over 11.32 billion USD.

- Can you share some lessons learned during the past term?

Secretary of Ca Mau Provincial Party Committee Nguyen Ho Hai: From the practical leadership and direction work in the past term, the Ca Mau Provincial Party Committee has drawn the following lessons:

Firstly, it is necessary to focus on building and rectifying a clean and strong Party and political system; maintaining solidarity and unity within the Party, first of all the Provincial Party Executive Committee, the Provincial Party Standing Committee, and the Provincial Party Standing Committee; in particular, it is necessary to pay attention to building a contingent of cadres, especially leaders and key cadres at all levels who are dedicated, have vision, have courage, have prestige, and have the qualities and capacity to meet the requirements of the task.

Second, in leadership, direction and administration, it is necessary to promote democracy and the role of the collective in conjunction with enhancing the responsibility of each individual, especially the responsibility of setting an example of the leader; regularly innovate leadership methods, approaches and working styles in a comprehensive and in-depth direction, choose the right key areas and breakthroughs to direct; shift from passive government to creative and proactive service to the people.

Third, it is necessary to ensure harmony between inheritance and innovation, stability and development; between economic growth and cultural and human development, and good resolution of social issues; between economic and social development and ensuring national defense and security.

Fourth, it is necessary to thoroughly grasp and strictly implement the Party's viewpoints, policies and guidelines and the State's laws; correctly determine the province's development orientation and goals in accordance with local conditions; organize implementation with high political determination, great efforts, and drastic and effective actions.

Fifth, maximize internal strength and arouse the will of self-reliance, solidarity, aspiration for development, and love for the homeland of cadres, party members and people, while at the same time mobilizing all resources to develop the province.

- The Congress for the 2025-2030 term will open a new development path, in the context of the new Ca Mau province after the merger, setting greater expectations. Could you please tell us about the key orientations and goals that the Congress has identified?*

Secretary of the Ca Mau Provincial Party Committee Nguyen Ho Hai: The important results achieved in the past term are a solid foundation, creating momentum for development in the coming years. The merged Ca Mau province has a large space with many potentials, outstanding advantages, an important geopolitical position, especially the position of the southernmost province of the Fatherland, a gateway for trade with ASEAN countries and the world.

Ca Mau strives to become a comprehensively developed province by 2030, confidently entering a new era of development with the whole country.

The province hopes to continue to receive attention from the Party Central Committee, the Government, the National Assembly, and Party and State leaders, especially the General Secretary and the Prime Minister. At the same time, the great aspirations, high determination, and solidarity of the political system, people of all walks of life, and the business community will contribute to creating great political and spiritual potential to promote the socio-economic development of Ca Mau province rapidly and sustainably in the future.

Ca Mau sets a target of an average 5-year growth rate of gross regional domestic product (GRDP) (2026-2030) of 10% or more; GRDP per capita by 2030 of over 6,000 USD; total export turnover for 5 years of about 17 billion USD; total budget revenue for 5 years of at least 75,000 billion VND.

To achieve the set goals, Ca Mau identified 6 key tasks and 3 breakthroughs to prioritize resources and determination, resolutely implementing large, important projects with high impact and spillover, creating momentum to attract investment, aiming for rapid and sustainable growth in the coming time.

In particular, the province focuses on projects on transport infrastructure, airports, seaports, irrigation, cultural and sports works, economic zones, industrial parks and clusters with advantages in transport connectivity; projects on clean energy development, processing industry, creating momentum for rapid, sustainable development and adaptation to climate change.

- How are preparations for the 1st Congress of the Ca Mau Provincial Party Committee, term 2025-2030 being carried out, comrade?

Secretary of Ca Mau Provincial Party Committee Nguyen Ho Hai: Implementing Directive No. 45-CT/TW dated April 14, 2025 of the Politburo on party congresses at all levels towards the 14th National Party Congress, Ca Mau Provincial Party Committee has proactively directed the implementation of preparations for the 1st Provincial Party Congress, term 2025-2030 in an urgent, serious, and methodical spirit, in accordance with the direction of the Central Committee.

Subcommittees and working groups were established, with clear assignments and effective operations. Document preparation work has many innovations, focusing on widely collecting opinions from cadres, party members and people, ensuring democracy and objectivity, demonstrating strategic vision and being consistent with local realities.

Personnel work was carried out carefully and in accordance with regulations, ensuring both continuity and meeting the requirements of innovation and development. Propaganda, security, logistics, and celebrations were carried out synchronously, initially creating an atmosphere of excitement and trust among the entire Party and people.

On September 9, 2025, in Hanoi, Working Group No. 1 of the Politburo chaired by Comrade Luong Cuong, Politburo member and President, had a working session with representatives of the Standing Committee of the Ca Mau Provincial Party Committee to give opinions on the draft documents, personnel plans and preparations for the Congress. Up to now, the basic preparations are closely following the plan; documents, personnel, logistics, celebrations... are all completing the final stages. It is expected that the Congress will take place on schedule, ensuring solemnity, safety and economy.

I believe that, with the tradition of solidarity, democracy, setting an example and responsibility, unity of will and action, experience from previous terms, together with the new spirit from this congress, the Party Committee of Ca Mau province will promote achievements, seize opportunities, take advantage of potentials and advantages, overcome all difficulties and challenges, together with the people of all ethnic groups in the province to build Ca Mau province to develop comprehensively, dynamically, confidently with the whole country entering a new era of development.
