
Secretary of the Ca Mau Provincial Party Committee Nguyen Ho Hai highly appreciated the efforts of departments, branches and units in the province, both before and after the merger, which have achieved many remarkable results in the arrangement and reorganization of the apparatus. The implementation of Resolution 18 is an important driving force for the socio -economic development of the locality and the whole country. However, the Secretary of the Ca Mau Provincial Party Committee also pointed out a number of limitations and shortcomings that need to be further overcome in the coming time during the implementation process in the locality.
To successfully achieve the set goals, Mr. Nguyen Ho Hai requested Party committees and authorities at all levels to promote the highest sense of responsibility and political determination, ensuring close coordination between agencies and units. Each cadre and party member must demonstrate exemplary spirit and raise their sense of responsibility during the implementation process. Units need to continue to innovate their thinking, raise awareness of the importance of streamlining the apparatus; review and rearrange the organizational structure at all levels, especially at the grassroots level, to operate more effectively. The Provincial Party Secretary also requested to promote the application of information technology and digital transformation in the operations of agencies and units; strengthen inspection and supervision to promptly correct shortcomings and inadequacies, ensuring that Resolution 18 is implemented seriously and effectively.
After 8 years of drastic implementation of the Resolution, the work of reorganizing and streamlining the apparatus of Ca Mau province (before and after the merger) has achieved important results, contributing to building a more effective and efficient political system. The reports presented at the conference showed the proactiveness of the units in reorganizing and streamlining the apparatus and personnel in the spirit of the Resolution. The initial results were very positive, with the number of units, departments and staff significantly reduced.
The whole province has reduced 8,399 positions compared to 2017, equivalent to a reduction of 17.5%; reduced 101 commune-level units and reduced 72 hamlets and quarters. The reduction of the apparatus was carried out synchronously in all blocks, specifically the Party block reduced 2 staff agencies and 22 departments; the Government block reduced 5 agencies under the Provincial People's Committee, 91 departments and 115 public service units.
However, during the implementation process, Ca Mau also encountered some difficulties and limitations. The pilot merger of some departments and branches in the initial phase was not synchronized and unified, causing difficulties in operations. In addition, after the merger, the management area at the provincial and commune levels was expanded, leading to a significant increase in workload, putting great pressure on the staff and civil servants. In the initial phase of implementing the 2-level local government model, some commune-level officials could not immediately meet the requirements of the assigned tasks, resulting in local surpluses and shortages...

Based on the results and lessons learned, the Ca Mau Provincial Party Committee determined to continue reviewing, perfecting the organization, streamlining the internal focal points of agencies and units, especially rearranging public service units that are not yet autonomous in regular spending. The locality will focus on improving the quality of staff through training, fostering and completing the list of job positions to serve as a basis for determining appropriate staffing, promoting administrative reform and digital transformation. The province will strengthen the application of information technology and build specialized databases to improve management efficiency; proactively review and propose amendments to related documents to perfect mechanisms and policies, ensuring the smooth and effective operation of the 2-level local government model.
On this occasion, the Standing Committee of the Provincial Party Committee and the Chairman of the People's Committee of Ca Mau province awarded Certificates of Merit to 33 collectives and 139 individuals with outstanding achievements in implementing the reorganization of two-level local government.
