On the morning of November 30, in Hanoi , the Vietnam Women's Union held a conference to review the Project "Supporting women to start businesses in the period 2017-2025" according to Decision No. 939/QD-TTg; deploy the Project "Supporting women to start businesses in the period 2026-2035". Prime Minister Pham Minh Chinh attended and delivered a speech at the conference. The conference was connected online to the bridge points of provinces and cities.

Supporting over 118,000 women to start businesses and start businesses
According to Ms. Nguyen Thi Tuyen, Vice President of the Central Committee of the Vietnam Fatherland Front, President of the Vietnam Women's Union, after 8 years of implementation, the Project "Supporting Women to Start a Business" for the period 2017-2025 (Project 939) has achieved outstanding achievements, affirming the effectiveness of a correct policy and consistent with the requirements of socio -economic development of the country.
Notably, the Project has supported more than 118,000 women to start businesses and start businesses (reaching nearly 600% of the set target); supported the establishment of more than 1,600 new cooperatives and over 6,000 cooperative groups managed and operated by women (reaching 665% of the target). More than 130,000 newly established female enterprises have been consulted and supported (reaching 130% of the target). More than 2,400 billion VND of capital has been connected through banks, support funds, and microfinance. Over 1,800 competitions and women's start-up festivals have attracted more than 41,000 creative ideas, creating a strong spillover effect with many projects reaching the international market (clean agricultural products, OCOP...).

Following the success of Project 939 and to create conditions for continued comprehensive support for women in innovative and creative start-up activities, on October 31, 2025, the Prime Minister signed Decision No. 2415/QD-TTg assigning the Vietnam Women's Union to preside over the implementation of the Project "Supporting women in starting a business for the period 2026 - 2035" (Project 2415).
Ms. Nguyen Thi Tuyen said that Project 2415 has had a good start with the expectation of completing and exceeding the set targets, contributing to promoting women's economy from sustainable livelihoods to women-owned enterprises, enhancing the position of Vietnamese women in the new period of development and international integration.
This is a testament to the big goal: Leaving no woman out of the opportunity to grow.

Promoting the spirit of "3 pioneers" and "5 masters"
Speaking at the Conference, Prime Minister Pham Minh Chinh highly appreciated the Vietnam Women's Union for its determination and effective implementation of Project 939 in supporting women in economic development, creative startups, achieving gender equality goals and for the comprehensive and sustainable development of the country:
"We are very moved that behind each woman's start-up story is a flame of aspiration, determination to rise up and change her life, a spirit of innovation, legitimate enrichment... being lit. Each start-up model and project is the result of the tireless efforts, perseverance, dedication, and fierce determination of Vietnamese women," the Prime Minister noted.

The Prime Minister commended the Vietnam Women's Union for proactively and promptly organizing a conference to deploy the Project "Supporting Women to Start a Business in the 2026 - 2035 period", emphasizing that the Project not only supports and promotes women to start a business, building a dynamic and creative startup ecosystem, but also directly contributes to implementing the country's strategic goals.
The Prime Minister said that the new development space has no limits for entities, especially women, in creative startups, mastering science and technology, promoting digital transformation and deep, substantive and effective international integration. Therefore, he suggested that Vietnamese women promote the spirit of "3 pioneers" in creative startups in the spirit of the Project to Support Women in Startups for the period 2026 - 2035.
" One is to be a pioneer who dares to think, dares to do, dares to engage in difficult and complicated fields and dares to overcome one's own limits. Many women have overcome their own limits, demonstrating the creativity of women in all fields. The second is to be a pioneer in innovation, different thinking and risk taking... this is a very important pioneer for women to confidently move forward. The third pioneer is to promote integration, connection, flexible adaptation, compliance with business ethics and the law. Those are three pioneering contents and I am sure women can do it," the Prime Minister emphasized.
Along with the spirit of "3 pioneers", Prime Minister Pham Minh Chinh suggested that women "master 5" including: Mastering knowledge and skills; Mastering science, technology, digital transformation; Mastering finance and development resources; Mastering smart management, optimizing work efficiency; Mastering the market, startup ecosystem and building business brands.

The Head of Government requested relevant ministries, branches and agencies to proactively and actively coordinate closely with the Vietnam Women's Union to implement the Project "Supporting Women to Start a Business in the 2026 - 2035 period". In which, ministries and branches remove institutional and policy barriers, support women in accessing green credit sources, development support funds, venture capital funds, land resources, resources, technology, markets, etc.
Provinces and cities have clearly identified supporting women to start innovative businesses as a key task in local socio-economic development. The Vietnam Fatherland Front, socio-political organizations and press and media agencies continue to promote their role in monitoring, criticizing, and mobilizing the whole society to support the women's start-up movement, arousing the spirit of innovative entrepreneurship and legitimate enrichment.
Prime Minister Pham Minh Chinh hopes and believes that with the glorious tradition of heroism, indomitability, loyalty and responsibility, Vietnamese women will forever be a symbol of will, morality, knowledge, determination, perseverance, resilience and endless creativity, increasingly confidently stepping into the marketplace, succeeding in production, business, mastering science and technology, innovation, digital transformation, green development with strong financial and management capacity, deeply participating in regional and global production networks and supply chains.
