Inspection results of the principal's signing of the canteen rental to his wife and setting up a fund of 2.9 billion VND against regulations

The People's Committee of Dinh Thanh Commune (Ca Mau Province) established a team to verify the accusation and determined that the leaders of Ho Thi Ky Secondary School had many violations in financial management, setting up an off-the-books fund of more than 2.9 billion VND.

On October 9, a leader of the People's Committee of Dinh Thanh commune, Ca Mau province, said that the unit had notified the relevant people of the results of the complaint settlement against Mr. Tran Quoc Dung - Principal of Ho Thi Ky Secondary School - and had sent a written report to the Provincial People's Committee and the Internal Affairs Committee to ask for opinions.

According to the verification results, from 2017 to now, Ho Thi Ky Secondary School has rented out the canteen and parking lot without permission from the competent authority, violating regulations on management and use of public assets. The rental contract signed by Mr. Dung with Ms. Phan Thi Hong Mai (his wife), also a teacher at the school, was determined to be a violation of regulations on anti-corruption.

In addition, the school also receives commissions from associated services such as Edu messages, school uniforms, accident insurance, etc. All of these revenues, including canteen and parking rental fees, and commissions, are estimated at more than 2.9 billion VND in the period from the beginning of 2017 to July 2025.

The identified source of money was assigned to the treasurer to manage and spend according to the Principal's instructions, without being recorded in the accounting books, nor reported to the school board. The Dinh Thanh commune inspection team determined that this was an act of establishing a fund outside the books, violating the State's financial regulations.

From the verification results, the inspection team recommended considering disciplining the individuals involved, including: Mr. Tran Quoc Dung (Principal), Mr. Lam Van Thu (Chairman of the Trade Union), Ms. Nguyen Thi Cam Tu (Accountant) and Ms. Do My Le (School Treasurer).

The inspection team also requested the Chairman of the People's Committee of Dinh Thanh commune to consider transferring the case file to the investigation agency to clarify the act of establishing a fund in violation of regulations at Ho Thi Ky Secondary School.
