General Phan Van Giang, Minister of National Defense, delivered a speech at the groundbreaking ceremony for three projects in Ca Mau province.

Speaking at the Ca Mau location, General Phan Van Giang, Minister of National Defense, emphasized: The groundbreaking and inauguration ceremonies of large-scale projects at 80 locations nationwide are important political events, arousing national pride, the will to build and protect the Fatherland, creating momentum for socio-economic development, strengthening regional connectivity, and contributing to realizing the goal of over 8% growth in 2025 and double-digit growth in the following years.

Of these, the three projects launched in Ca Mau today are strategically significant in connecting the North-South expressway to the southernmost point of the country, linking the mainland with Hon Khoai Island, and aiming to develop this area into the "southernmost continent" of the nation.

Accordingly, the Ca Mau - Dat Mui expressway, nearly 93 km long, is divided into two sections: Ca Mau - Cai Nuoc (42 km) and Cai Nuoc - Dat Mui (over 50 km). The road is designed to Class A expressway standards with 4 lanes, continuous emergency stopping lanes, and a roadbed width of 24.75 m. It is expected to be completed between 2025 and 2028. Connecting to the end point of the Cai Nuoc - Dat Mui expressway is a road to Hon Khoai Island with a total length of over 18 km (including more than 17 km of sea bridges).

The bridge is designed with four lanes according to the standards of a Class 3 road in a flat area, with a design speed of 80 km/hour. This is the longest sea bridge in Southeast Asia, a symbol that positions Vietnam's image on the world map; with a highly aesthetic design, it creates a unique architectural highlight for the southernmost part of the country.

The General assigned the task to the army's construction corps and corporations to urgently implement the projects, ensuring progress, quality, safety, and the application of advanced technology. Three projects are under the investment of the Project Management Board 166 of the Ministry of National Defense, with the 12th Army Corps as the contractor.

The Hon Khoai Dual-Use General Port Project, located on Hon Khoai Island in Dat Mui Commune, is being implemented in two phases: The initial phase covers an area of 590.5 hectares, including the expansion of approximately 82 hectares of the island. The main components include: a 1,000-meter-long wharf with a capacity of 20 million tons per year; dredging of the water area, shipping channel, and turning basin covering approximately 203 hectares, capable of accommodating general cargo and container vessels up to 250,000 DWT. This is complemented by a system of breakwaters, protective embankments, a coastal embankment serving as a military wharf, port infrastructure, auxiliary barracks, and integrated equipment.

In the final phase, the port was expanded to a total area of 686 hectares, becoming a strategic seaport center, meeting the needs of socio-economic development and national defense in the southernmost region of the country.

Chairman of the Ca Mau Provincial People's Committee, Pham Thanh Ngai, affirmed the determination to coordinate with the investor and contractor to complete the project on schedule.

According to Pham Thanh Ngai, Chairman of the People's Committee of Ca Mau province, the leaders, government, and people of Ca Mau province are highly determined to promptly complete all land clearance, relocation of technical infrastructure, and timely disbursement of allocated funds, ensuring that the prescribed schedule is met.

The province will intensify propaganda and mobilization efforts to ensure that people understand, agree with, and comply well with the policies and guidelines of the Party and the State, resolutely preventing project delays due to land acquisition issues.

Provincial leaders and authorities will closely monitor the situation on the ground, promptly address difficulties and obstacles, and ensure transparency, objectivity, and that the new homes of the people are better than their old ones. This is both a responsibility and a commitment of the province to the people of the Ca Mau Peninsula.
