The 14th National Congress of the Party is a particularly important political event for the entire Party, the entire people, and the entire army; it marks a milestone opening a new path of national development in a new context, situation, and with new goals. This is also a congress of strategic self-reliance, self-strength, national pride, of the aspiration to rise, and of unwavering faith in the path chosen by the Party, President Ho Chi Minh, and our people.

The Congress report highlighted the achievements of the 13th National Congress term in building a comprehensive national defense posture linked to a people's security posture and a solid foundation of public support. It emphasized maintaining political security, social order and safety; proactively preventing and effectively combating all types of crime, especially high-tech and transnational crimes; and enhancing the capacity to respond to natural disasters, epidemics, and non-traditional security challenges.

Entering a new phase, the world is projected to continue undergoing significant shifts in power structures, growth models, and economic order; major trends such as digital transformation, green economy, energy transition, circular economy, supply chain restructuring, technological competition, and data security; along with challenges such as climate change, population aging, inequality, and conflict risks... necessitate enhanced adaptability and strategic autonomy.

Amidst immense and intertwined opportunities and challenges, the Party sets the overall goal of maintaining a peaceful and stable environment; achieving rapid and sustainable national development; and comprehensively improving the people's lives. The aim is to successfully achieve the goal of becoming a developing country with modern industry and a high-middle income by 2030. The vision for 2045 is to become a developed, high-income country, a peaceful, independent, democratic, prosperous, civilized, and happy socialist Vietnam. The goal is to achieve an average annual GDP growth rate of 10% or more for the period 2026-2030; and a GDP per capita of approximately US$8,500 per year by 2030.

In its five major guiding principles, the Party emphasizes the need to identify and seize all advantages and opportunities early on, and overcome all difficulties and challenges. It stresses the need for close and synchronized integration of tasks: economic and social development and environmental protection as the central focus; Party building as the key; cultural and human development as the foundation; and strengthening national defense and security and promoting foreign relations and international integration as crucial and ongoing priorities.
