Ensuring national security in the new era

The success of the 14th National Congress of the Party reflects the confidence, determination, and new development vision of the Party and the nation. This is a solid foundation for the entire Party, people, and army to be strategically independent, confident, and strong, advancing vigorously in the new era, for a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, steadily progressing towards socialism. In response to the need to firmly protect the Fatherland and create a peaceful and stable environment for national development, the implementation of the Resolution of the 14th National Congress in the field of national defense and security is clearly defined: strengthening national defense and security in conjunction with promoting foreign relations and international integration is a crucial and ongoing task.

Strengthening national defense and security and promoting foreign relations.

The 14th National Congress of the Party is a particularly important political event for the entire Party, the entire people, and the entire army; it marks a milestone opening a new path of national development in a new context, situation, and with new goals. This is also a congress of strategic self-reliance, self-strength, national pride, of the aspiration to rise, and of unwavering faith in the path chosen by the Party, President Ho Chi Minh, and our people.

The Congress report highlighted the achievements of the 13th National Congress term in building a comprehensive national defense posture linked to a people's security posture and a solid foundation of public support. It emphasized maintaining political security, social order and safety; proactively preventing and effectively combating all types of crime, especially high-tech and transnational crimes; and enhancing the capacity to respond to natural disasters, epidemics, and non-traditional security challenges.

Entering a new phase, the world is projected to continue undergoing significant shifts in power structures, growth models, and economic order; major trends such as digital transformation, green economy, energy transition, circular economy, supply chain restructuring, technological competition, and data security; along with challenges such as climate change, population aging, inequality, and conflict risks... necessitate enhanced adaptability and strategic autonomy.

Amidst immense and intertwined opportunities and challenges, the Party sets the overall goal of maintaining a peaceful and stable environment; achieving rapid and sustainable national development; and comprehensively improving the people's lives. The aim is to successfully achieve the goal of becoming a developing country with modern industry and a high-middle income by 2030. The vision for 2045 is to become a developed, high-income country, a peaceful, independent, democratic, prosperous, civilized, and happy socialist Vietnam. The goal is to achieve an average annual GDP growth rate of 10% or more for the period 2026-2030; and a GDP per capita of approximately US$8,500 per year by 2030.

In its five major guiding principles, the Party emphasizes the need to identify and seize all advantages and opportunities early on, and overcome all difficulties and challenges. It stresses the need for close and synchronized integration of tasks: economic and social development and environmental protection as the central focus; Party building as the key; cultural and human development as the foundation; and strengthening national defense and security and promoting foreign relations and international integration as crucial and ongoing priorities.

This includes continuing to strengthen national defense and security; building a revolutionary, regular, elite, and modern people's armed forces; proactively monitoring the situation; improving the capacity to predict, prevent, and promptly handle situations; and resolutely avoiding being caught off guard or surprised.

National security in the new era is defined to encompass not only border and territorial security, but also the security of the regime, culture and ideology, economy, finance, data, energy, water resources, and food. Sustainable development and strategic autonomy must be placed within the overall task of protecting the Fatherland from early on, from afar, from the grassroots, and from the very source.

Early identification and proactive, accurate forecasting of the situation.

Immediately following the successful conclusion of the 14th National Congress of the Party, General Luong Tam Quang, Minister of Public Security, instructed all forces to immediately implement the new mindset on security outlined in the 14th National Congress documents, to identify and proactively predict the situation accurately, reduce crime, traffic accidents, and fire and explosion accidents; and to focus on protecting the implementation of the Congress's resolutions from the very beginning of 2026.

The Minister instructed the Department of Personnel and Organization to coordinate with police units and localities to develop a plan for the Central Public Security Party Committee to implement the personnel work policy identified by the 14th National Congress, focusing on the content of the report of the Central Committee of the Party on the documents of the 14th National Congress presented by the General Secretary at the congress. The plan should adhere to the principle of "in and out; promotion and demotion"; combining strict discipline with an effective mechanism to protect cadres who dare to think, dare to act, and dare to take responsibility for the common good.

“The plan must clearly define the specific tasks and responsibilities of the police in each unit and locality, from the grassroots level, to strive to become an exemplary police force, leading the way in implementing this policy. The focus of personnel work must shift strongly from streamlining the organizational structure as in previous years to building a team of cadres that meets the requirements and tasks of the new revolutionary period of the country,” Minister Luong Tam Quang emphasized.

The Ninh Thanh Loi commune police exchanged professional knowledge with members of the self-governance model in the area.

Regarding national security and maintaining social order and safety in accordance with the spirit of the Party's XIV Resolution, the focus should be on protecting security and order during the Lunar New Year (Tet) holiday of 2026; and the elections of National Assembly and People's Council representatives at all levels. The priority is to ensure absolute security and safety for the activities of Party and State leaders, and key projects and targets. The progress and pace of security protection work in key areas must be maintained, with absolutely no negligence or complacency, especially during Tet. At the same time, effective prevention and suppression of the schemes and activities of hostile and reactionary forces are crucial.

Police forces at all levels and localities are focusing on combating and suppressing crime, reducing crime rates, and creating a safe environment for the people to enjoy the Lunar New Year. Specific solutions are needed to bring about substantial changes in basic professional work, and to urgently overcome long-standing "bottlenecks" in the quality of crime prevention in the fight against crime.

The Hoa Binh commune police are stepping up efforts to ensure security in areas inhabited by ethnic minorities and religious communities.

The Ministry of Public Security is determined to combat and prosecute organized gambling crimes; strengthen social prevention to drastically reduce petty gambling crimes; and hold accountable deputy directors and heads of local police investigation agencies who have failed to adequately prevent social crimes, leading to an increase in petty gambling crimes. In addition, it will vigorously implement intensive campaigns to combat crime, illegal immigration, and violations of laws on weapons, explosives, supporting tools, and fireworks. It will also focus on traffic safety, fire prevention, and rescue operations, contributing to a safer, more orderly, and disciplined society. Notably, the Ministry of Public Security also requires units and localities to concentrate on rectifying work methods and styles; standardizing operations and reducing the workload for grassroots police officers throughout the entire People's Public Security force.
