Ca Mau creates breakthrough in digital transformation

Ca Mau is making a breakthrough in digital transformation by proactively solving “big problems” in science and technology, directly connecting with the business community. Notably, it has announced a list of technological challenges, implemented a 100-hectare super-intensive recirculating shrimp farming project, and is preparing to sign a multi-million-dollar agreement on gene sequencing research for Ca Mau crabs with international partners.

"Digitalizing" Party Congresses

At the recent conference to evaluate the implementation results of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on the orientation of science, technology, innovation and national digital transformation development in Ca Mau province, a representative of the Department of Science and Technology said: In the past time, the Central Government has issued 16 documents directing and guiding the implementation of Resolution No. 57-NQ/TW. On that basis, the province has concretized it with 32 synchronous and timely documents; established a Steering Committee on breakthroughs in science, technology, innovation and digital transformation at the provincial level, specialized Steering Committees in Party agencies, the Front, mass organizations, the press, the Provincial Political School; completed the Working Group and the Advisory Council.

The People's Committee of Ca Mau province has established a Steering Committee and 3 Working Groups, organizing many key activities such as: Conference on digital transformation in enterprises, preliminary review of the replication of the circular super-intensive shrimp farming model, signing a cooperation agreement on digital transformation with Viettel Group. In particular, the Provincial People's Committee delegation worked directly with localities to remove difficulties when implementing the 2-level local government model, ensuring a smooth information system, effectively serving people and businesses.

Action Program 97-CTr/TU includes 62 goals and 101 tasks; in 2025 alone, there are 65 tasks, of which 38 (58.46%) have been completed so far, the rest are being implemented, and there are no overdue tasks. On the system https://nq57.vn, the whole province has completed 66/123 tasks (53.66%). The tasks in Notice No. 523 and 524 dated May 16, 2025 have been 100% completed.

According to Director of the Department of Science and Technology - the Standing Office of the Steering Committee's Working Group Nguyen Phuong Bac, the highlight is that the Hoa Thanh Ward Party Congress has become a model in innovating the way of organizing Congresses. The Congress was organized completely digitally, "paperless", using AI and facial recognition cameras.

The online public service index achieved a satisfaction level of over 95%.

Ca Mau province also issued a competition plan "The whole country competes in innovation and digital transformation"; the Provincial People's Council passed a resolution on fees and charges for performing online administrative procedures and developed a resolution to support the Community Digital Technology Team for the period 2025 - 2027. Departments and branches are reviewing and proposing new mechanisms, including the establishment of the Ca Mau Center for Entrepreneurship and Innovation (CiNEC).

Regarding infrastructure, Ca Mau province has issued more than 9,000 digital signatures, equipped 468 digital certificates for organizations and 1,054 for individuals; allocated over 82 billion VND to upgrade headquarters and administrative centers of communes and wards; prepared backup data centers and connected infrastructure with Bac Lieu province (old). The electronic one-stop system received more than 88,000 records, synchronized with the National Public Service Portal, the province's online public service index is among the top 10 localities in the country, with a satisfaction rate of over 95%.

In the business sector, Ca Mau province has organized a digital transformation conference with more than 80 businesses; approved a project to replicate super-intensive recirculating shrimp farming technology on a scale of 100 hectares; announced a list of "big problems" in science and technology to connect with the business community. Notably, the Department of Science and Technology is coordinating with the University of Queensland (Australia) and Vingroup Foundation to prepare to sign an agreement to research and decode the genes of Ca Mau crabs, with a value of about 10 million USD.

To reach the finish line soon, promote information technology and communication infrastructure, upgrade network infrastructure, high-speed internet coverage to remote, isolated and rural areas, build supply chain data infrastructure, market, infrastructure for production management - technical supervision. In addition, the province will continue to strengthen international cooperation and external investment, focus on signing research cooperation agreements with universities and international corporations to transfer technology, conduct in-depth research, mobilize resources from the State, enterprises in and outside the province, from the science, technology - innovation fund to fund pilot projects, expansion and practical application.

At the Conference to evaluate the implementation results of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on orientations for science, technology development, innovation and national digital transformation in the province, Provincial Party Secretary, Head of the Steering Committee Nguyen Ho Hai acknowledged and highly appreciated the efforts of all levels and sectors in the past time. The implementation of Resolution No. 57-NQ/TW in Ca Mau has achieved initial positive results, contributing to improving leadership capacity, effectiveness of state management, and promoting growth model innovation.

The Provincial Party Secretary requested the Steering Committee of Ca Mau province on breakthroughs in science, technology, innovation and digital transformation to focus on accelerating task progress, unleashing social resources, promoting the role of businesses and people, and being determined to make science, technology, innovation and digital transformation become the driving force for sustainable development of the province.
