Alarming teacher shortage
According to the Ministry of Education and Training (MOET), as of April 2025, the country still lacks 102,097 teachers at all levels of preschool and general education in the official staff compared to the established quota.

Teacher shortages are still common in many localities, especially preschool teachers, teachers of new subjects, integrated subjects in secondary schools and English teachers in disadvantaged areas. Recruitment in localities is still slow, not all assigned positions have been recruited. The quality of staff is not uniform among regions.
According to the Ministry of Education and Training, the teacher shortage is overloading the existing workforce, reducing the quality of teaching and learning, and is particularly severe in preschool education and for new subjects in the 2018 general education curriculum.
The Ministry of Education and Training pointed out that the situation of local teacher surplus and shortage has lasted for many years and has not been resolved because the authority for recruitment and secondment is currently decentralized to the district-level People's Committees for preschool, primary and secondary schools. In addition, recruitment is not led by the education sector, leading to incorrect recruitment of subject structures; the common test is the same as other sectors, so it cannot evaluate the pedagogical capacity of candidates who want to become teachers,...
Many preferential policies to attract teachers
The Ministry of Education and Training has just released a draft Resolution of the National Assembly on some specific mechanisms and policies to achieve breakthroughs in education and training development for public comment as prescribed.
A new point in the draft Resolution of the National Assembly on the mechanism and policy for breakthrough in education and training development is to empower the Director of the Department of Education and Training to recruit, receive, mobilize, transfer, and second teachers, managers, and staff at preschool and general education institutions in the province.
The draft Resolution also outlines many specific mechanisms and policies for the development of education and training, as well as policies regarding human resources in the education sector.
Accordingly, the Government will regulate a special preferential allowance regime, ensuring a minimum level as stipulated in Resolution 71-NQ/TW: 70% for preschool, primary, and vocational high school teachers; 30% for school staff; and 100% for teachers in institutions for the disabled, specialized schools, and areas facing extreme difficulties.
Local authorities are allowed to develop flexible and competitive recruitment, employment, and compensation mechanisms, not necessarily following the general civil servant salary scale, in order to attract and utilize leading experts, international scientists, and Vietnamese intellectuals abroad.
Many teachers expressed their joy and believed that the new policies would contribute to improving teachers' lives, helping them to dedicate themselves to their work with peace of mind. In addition, increased salaries and benefits would attract talented teacher-training students to apply and stay in the profession, thus addressing the teacher shortage.
"In the near future, the State will increase the preferential allowance for preschool and general education institutions to at least 70% for teachers and at least 30% for staff. This is like a breath of fresh air, creating more atmosphere, motivation, and determination for one's career" - Ms. Cao Thi Van - Principal of Quang Minh Kindergarten (Van Ha ward, Bac Ninh province) shared.
The Ministry of Education and Training also clearly identified that in the 2025-2026 school year, one of the key tasks of the sector is to implement recruitment and use up all assigned teacher positions for the 2022-2026 period; review the current number of teachers, propose additional teacher positions for the 2026-2030 period to overcome the shortage of teachers, especially implementing 2-session teaching/day for general education and universalizing preschool for children from 3 to 5 years old.
