Cyber fraud - a major social problem.

For a long time, online fraud has been a major social problem. Notably, many individuals and organizations have been using the reputable image of major news organizations, exploiting public trust in national media outlets to commit fraud and steal assets.

Recently, fake Facebook fan pages impersonating the Vietnamese Television's "Tao Quan" (Kitchen Gods) program have continued to appear on social media, recruiting child actors. The fan page, titled "Searching for Child Actors to Participate in Tao Quan 2024," has been repeatedly posting announcements seeking children aged 5-16 with acting potential to submit applications for selection to participate in the 2024 "Tao Quan" program.

A fake fanpage impersonating the Vietnamese Television's Táo Quân (Kitchen Gods) program is being used to recruit child actors.

This Fanpage also offers many attractive benefits for children participating in the program, such as: "the child's fee for participating in the program is 15,000,000 VND + a percentage of commission from views and ratings of the program after it airs", "becoming an official member of VTV - Vietnam Television", "participating in regular jobs and television shows organized and produced by VTV", "receiving a full scholarship package at famous universities specializing in acting". This Fanpage announces that the Táo Quân Nhí 2024 program will be broadcast on Vietnam Television on New Year's Eve.

Shortly afterward, Vietnam Television (VTV) confirmed that the content of the announcement posted on this Fanpage was completely inaccurate. The unit responsible for producing the Tet Comedy Show, the Television Film Center (VFC), has no plans to recruit child actors as stated in this announcement.

Recently, the VTV News online hotline has received numerous complaints from readers regarding the "Vietnamese Ao Dai Beauty Contest 2023" and its extremely sophisticated fraudulent schemes.

After victims contact the individuals who send invitations via Facebook or Zalo through fan pages or messages, these individuals, posing as MCs and employees of Vietnam Television, offer to assist victims in registering and participating in the preliminary rounds through a Zalo group. These individuals also create fake accounts with profiles and photos of VTV's actual MCs and editors.

Scammers are impersonating VTV to participate in the "Elegant Ao Dai" contest.

Here, victims are asked to participate in simple challenges such as liking VTV's fanpage, clicking on links, etc., up to tasks requiring bank transfers to purchase products from "sponsors," and then receive a refund. The perpetrators pay the victims both the fee and the initial investment in full a few times to gain their trust.

These scammers also frequently use the VTV News online interface to insert information about completing tasks, transferring money, and receiving refunds in order to gain the trust of victims. The time allotted for completing tasks is also very limited, creating a sense of urgency for victims to transfer money. Victims don't even realize they've been scammed until their accounts are depleted.

Social media users need to be extremely cautious of impersonators and similar recruitment offers to avoid being scammed out of money, which could damage the reputation of Vietnam Television in general and VTV News online newspaper in particular.

It takes a certain amount of time, there's a delay in processing.

When people think of Vietnam Television, they often picture a reputable organization, and all the information it publishes receives high levels of trust. Because of this, some individuals have thoroughly exploited this to easily manipulate the public into believing their methods and activities.

The Vietnam Center for Combating Fake News has announced the discovery of numerous fake websites and fan pages impersonating news organizations.

Mr. Do Thanh Hai, Deputy General Director of Vietnam Television, stated that Vietnam Television is a leading multi-media communication agency operating on a non-profit basis. "We often organize events to attract viewers, thereby showcasing the beauty of life and appropriate forms of culture and arts, but Vietnam Television never aims to collect fees or make payments or transfers."

It is known that from the beginning of 2023 to the present, the Ministry of Information and Communications and relevant agencies have blocked 6,135 malicious, fake, and illegal IP addresses, websites, and blogs; and prevented and handled 5,998 IPs/IP ranges showing signs of or being exploited to spread spam emails at the request of the authorities. In addition, the Vietnam Fake News Processing Center (Department of Broadcasting, Television and Electronic Information) has continuously reported on fake news from agencies, organizations, and individuals; and publicized the impersonation of news agencies.

Speaking with a reporter from the Newspaper for Journalists and Public Opinion, Mr. Le Quang Tu Do, Director of the Department of Radio, Television and Electronic Information (Ministry of Information and Communications), said that impersonation of media agencies still occurs, although not frequently, and the perpetrators impersonate state agencies and organizations, including media outlets.

In the past, coordination between management agencies has been quite good. The Department of Broadcasting, Television and Electronic Information has worked with platforms to promptly block news sites and fan pages that use the names of state agencies or newspapers without permission. Currently, we are implementing this very effectively across many platforms.

Mr. Le Quang Tu Do, Director of the Department of Radio, Television and Electronic Information, spoke with a reporter from the Newspaper of Journalists and Public Opinion.

“However, creating accounts and naming them is always easy, but detecting and handling them takes a step, and there is a delay in processing. Agencies that are impersonated, after discovering the fraud, need to promptly send information to the Department of Broadcasting, Television and Electronic Information for handling. First and foremost, it is the responsibility of the agency itself; it needs to know that its organization is being impersonated or faked. Currently, many media outlets, after discovering such fraud, have also sent information to us for processing, possibly through the Vietnam Fake News Processing Center, for timely action,” Mr. Le Quang Tu Do shared.
