Long-standing projects: The 2025-2030 term will resolve them, not avoid them.

On October 9, at the Press Conference on the preparation and organization of the 1st Congress of the Government Party Committee, term 2025 - 2030, Permanent Deputy Prime Minister Nguyen Hoa Binh shared many new orientations and ideas in the direction and administration of the Government in the past term; at the same time, he emphasized that with 12 long-standing backlog projects, "shelved" projects, 0 dong capital, loss-making banks - which have been mentioned in many terms, and the press has also spent a lot of ink, in this term they will have to be resolved, not avoided.

Dare to solve problems that have existed for many years

Sharing about the innovation of management methods in the past term, Permanent Deputy Prime Minister Nguyen Hoa Binh said that the Government has innovated its thinking and working methods very strongly. Starting with the innovation of the Party's thinking in this term. Especially in the second half of the term, there have been many innovations in thinking in directing, operating and issuing a series of major policies and guidelines.

Along with that, the Deputy Prime Minister emphasized that we have a long-term vision and strategy towards two hundred-year goals (100 years of the Party's founding, 100 years of the country's founding); striving to become an industrialized country with high income and a prosperous and happy people by 2045. That is an inclusive mindset.

In each specific field, the Deputy Prime Minister said that the Government's innovation in thinking is also very different. For example, in law making, according to the Minister of Justice , the workload is very large. Another important thing is that the thinking in law making is completely different.

The Deputy Prime Minister noted that law has two functions: the management function and the creative function. For a long time, the management function seemed to be heavier than the creative function. Now we realize that law is a resource that unlocks social resources, so we must promote the creative role of law.

"The law must strongly decentralize and delegate power; the law is to streamline the administrative system; the law must create a friendly and simple administrative system; the law removes bottlenecks and unblocks resources. This is a new point in the thinking of law-making," said the Deputy Prime Minister.

Regarding state management, Vietnam has shifted its mindset from administrative management to proactively creating services for the people and businesses, listening and accompanying. Or in a world of many unusual changes, we realize that we must have an independent, autonomous, self-reliant economy, with our own strength and that is a wise solution.

"Dependency on one market is very dangerous for the economy. Therefore, we must restructure and innovate our economy, increase resilience, increase self-reliance and self-reliance. Integrate but be independent and self-reliant. That is the new way of thinking in building institutions, policies and implementing socio-economic development solutions of the Party and the Government," the Deputy Prime Minister emphasized.

The Government leader also said that in the last term, localities proposed 12,000 projects but the Government decided to have only 5,000 projects. Therefore, we focused on 5,000 very successful projects. When building the action program for the next term, the Government will only focus on 3,000 key projects.

Next is decentralization, strong decentralization and resource allocation for local action, local decision, local responsibility. Another method is that the Government always faces difficulties and challenges, does not avoid them, and dares to solve problems that have existed for many years.

"For many terms, we have talked about 12 long-standing backlog projects, loss-making banks, zero capital, and shelved projects. But in this term, we must resolve them. Twelve years, two hospitals in Ha Nam, the press has spent a lot of ink. I would like to inform the press that on November 31, Bach Mai Hospital will be put into operation, first of all, ready to receive patients," said the Deputy Prime Minister.

Many great achievements for the economy

By not avoiding and resolving the backlog of issues from many terms, Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized that the past term has released a huge resource for the economy.

According to the Deputy Prime Minister, that is the spirit of daring to think, daring to do, daring to take responsibility of the Government. The style is decisive, says what it does, and clearly defines responsibilities.

"The Prime Minister has a slogan '6 clear' that everyone knows. We can do it and have done it, and have had results. That is a very specific and drastic method," the Deputy Prime Minister said, emphasizing that the country has achieved many great achievements.

Referring to some outstanding achievements in the 2021-2025 term, the Deputy Prime Minister said that the macro economy is stable and growing; the revolution in rearranging and organizing the construction of two-level power, eliminating intermediaries, organizing a streamlined, effective and efficient apparatus close to the people, and serving the people better has been basically completed.

Vietnam has also completed the institution, creating an important legal foundation for growth momentum in the following years, removing difficulties, creating development. Along with that is restructuring the economy, from growth drivers, diversifying resources, diversifying markets, improving the quality of FDI, enhancing processing, removing backlogs, taking the driving force of science and technology and innovation, digital transformation; taking resources from the private economy, the state economy, building international financial centers...

Some other achievements are that social security work is very successful; culture develops very strongly and approaches international standards, both maintaining our unique cultural identity and reaching out to the world.

"Many recent surprise concerts reflect the fact that Vietnam's cultural demand is high, with the participation of tens of thousands of people, no different from other countries. Famous symphony orchestras in the world have chosen Vietnam as an attractive destination to perform their works, and the quality of cultural enjoyment has reached the world," the Deputy Prime Minister assessed.

In addition, according to Permanent Deputy Prime Minister Nguyen Hoa Binh, health and education have also achieved many successes, ready for a new and better history.
