From 2011 to 2014, 5 Fisheries Unions (FIUs) were established in the province, giving fishermen more strength and a solid foundation to confidently stay at sea and go offshore. However, after 10 years of establishment, the FIUs seem to have "frozen" and are operating at a low level due to lack of funding and operating mechanisms.
No operating costs
Since November 2011, Binh Thuan has been one of two provinces in the country that the Vietnam General Confederation of Labor has allowed to pilot the establishment of the Fisheries Association. Currently, the province has 5 Fisheries Associations with 548 members of 55 offshore fishing vessels. The establishment of the Fisheries Associations has contributed to raising awareness among fishermen; building harmonious, stable and progressive labor relations between workers and boat owners. This is a "fulcrum" that contributes to caring for the lives and protecting the legitimate interests of fishermen; creating links, cooperation and mutual support in long-term offshore fishing...
According to the Provincial Federation of Labor, after more than 10 years of operation, the Fisheries Union has held two congresses and elected the Executive Committee (EC) and the Inspection Committee (IC). In its activities, the Executive Committee of the Fisheries Union is always united and responsible for the assigned work, especially maintaining the exchange and consultation (meeting) regime of the Executive Committee, participating in a number of activities in the area, implementing the information reporting regime, and the meeting regime. However, due to limited union financial revenue, which is only for taking care of union members, the Fisheries Union cadres are not entitled to responsibility allowances according to the regulations of the Vietnam General Confederation of Labor . In addition, most of the Fisheries Union do not have a source of funding, which affects the implementation of emulation movements and participation in and organization of cultural and social activities as well as caring for, encouraging, and visiting union members in times of risk.
Since the establishment of the NDNC, the NDNC have been supported in kind and in cash, worth more than 4 billion VND, as the Provincial Federation of Labor has actively mobilized agencies, units, and enterprises inside and outside the province to sponsor. In addition, the Provincial Federation of Labor directly supported and equipped 32 VX 1700 communication devices on fishing boats and onshore (1 shore station in La Gi town), life buoys, and preventive medicine; paid 50 hull insurance, 2,000 crew accident insurance, supported nearly 1 billion VND for sunken ships, damaged fishing gear, and crew members who had accidents in Phan Thiet, Tuy Phong, and La Gi due to natural disasters... In addition, the Phu Quy District Labor Federation coordinated with the Commune Farmers' Association and Coast Guard Unit 3 to present 550 national flags to boats inside and outside the union, presented 10 bicycles and 119 gifts to union members, children of union members, and workers, worth 109.5 million VND, and coordinated with the Department of Natural Resources and Environment to present 110 1,000-liter water tanks...
Need to promote operational efficiency
However, most chairmen of the Fishermen's Unions complain about operating costs. In addition, due to the nature of fishermen's work, the content and methods of operation of the Fishermen's Unions in general are still confusing, and the regulations for coordinating activities between trade unions at all levels are not specific and clear, leading to many difficulties in organizing and operating the activities of the Fishermen's Unions. More specifically, although the Fishermen's Unions have been established for more than 10 years, the Vietnam General Confederation of Labor has not yet issued official regulations on the operation of the Fishermen's Unions, but only temporary regulations. Therefore, the relevant agencies need to issue specific support mechanisms for annual union activities and support policies for the staff of the Fishermen's Union Executive Committee.
Faced with these difficulties, the Provincial Federation of Labor has proposed a number of solutions to maintain and promote the effectiveness of the activities of the fishing unions. In the coming time, it will focus on consolidating and perfecting the organization and promoting the activities of the fishing unions in a systematic manner, meeting the aspirations and wishes of union members. In addition, it will proactively arrange and allocate reasonable time for the Executive Committee, Inspection Committee and ship owners to fully participate in trade union training courses; training courses for captains, chief engineers of fishing vessels and expertise in seafood catching techniques, fishing expertise, etc. organized by the Trade Union and relevant agencies.
In particular, it will study and propose to competent authorities to regulate the creation of revenue sources for grassroots unions in general and the fishing industry in particular to have operating funds. Strengthen social security activities, care for and improve the material life quality of fishing industry union members, helping fishing industry union members feel secure in going out to sea and sticking to the sea...
