Communes and wards after merger: Unleashing potential for development

After the merger, the area and population size of communes and wards increased many times, opening up space and motivation for a new development phase. Through surveys and working sessions after the 2-level local apparatus was put into operation from July 1, the Standing Committee of Khanh Hoa Provincial Party Committee requested the Party Committees of communes and wards to have a long-term vision, orientation, and propose solutions to unleash the potential and new development space of the locality for effective exploitation.

Open up new development space

After the merger, Nha Trang Ward has an area of 47.13 ^km2 , a coastline of about 7 km with 6 islands: Hon Tre, Hon Mun, Hon Tam, Tri Nguyen, Hon Noc, Hon Mot. Mr. Tran Xuan Tay - Chairman of Nha Trang Ward People's Committee said that in the new development stage, the ward focuses on effectively exploiting the potential and advantages of geographical location, natural resources, cultural and historical values, especially marine resources, islands and coastal space to promote socio -economic development; closely combining economic growth with environmental protection, preserving cultural and historical heritage; effectively implementing the Green Transformation and Green Growth Project of Nha Trang until 2030 approved by the Provincial People's Committee; building the Nha Trang tourism brand to become an attractive destination on the international map with high-class services, typical sea, island and ecological tourism, etc.

At the same time, the ward continues to build Nha Trang ward into a core urban area of Khanh Hoa province according to Resolution No. 09, dated January 28, 2022 of the Politburo on the construction and development of Khanh Hoa province to 2030, with a vision to 2045. Developing Nha Trang ward into a leading tourist center of the country, as well as a provincial administrative, cultural and commercial center; aiming to become a major tourism service center of the country - a dynamic, comprehensively developed, civilized, modern and happy urban area. Nha Trang ward will focus on shifting the economic structure towards "Tourism, trade - services"; improving the quality of growth, rapid and sustainable development; developing education and training as a top national policy, playing a key driving role; improving education for 3 levels: preschool, primary and secondary school; paying attention to people's health care, improving the quality of medical services; ensure social security, fully and promptly implement policies; gradually invest in building modern technical and social infrastructure, forming new multifunctional, green - smart - sustainable urban areas, in line with the general development orientation...

In the south of Khanh Hoa , Phuoc Dinh commune after the merger has an area of 153.9 km ² , with a population of about 35,301 people/13 villages. The commune is located on the southern coast of Khanh Hoa province, adjacent to key economic zones and Phan Rang - Thap Cham urban area. After the merger, the commune has diverse terrain, including coastal areas, river mouths and sand strips along lagoons, suitable for developing marine economy, agriculture and eco-tourism; traffic connections are quite complete, and is an area with a policy to build the first Nuclear Power Plant in the country. According to Mr. Truong Xuan Vy - Secretary of Phuoc Dinh Commune Party Committee: "The merger and establishment of the new Phuoc Dinh commune is a very correct policy, of strategic significance, opening up new space and driving force for the development of the commune in the new era, especially the development of the marine economy (with a 35.67km long coastline), clean energy (nuclear power, wind power, solar power), high-tech agriculture (production of post-larvae shrimp in An Hai, parent shrimp in Phuoc Dinh, agricultural farms in An Hai, Phuoc Dinh with products of high economic value such as green asparagus, melons...), mining and mineral processing industry (titanium, granite, construction stone)".

Agreeing with the viewpoints and orientations of the central and provincial governments, Mr. Dang Ngoc Minh Quang - Secretary of the Party Committee of My Son commune said that My Son commune is located in the southwest of the province, in the midland - mountainous area, on National Highway 27, adjacent to many communes and wards. The merger of administrative units in the coastal area has created new development space and new driving force. The commune identified the potential and development advantages for the coming period as high-tech agriculture, renewable energy, and eco-tourism.

Focus on building solutions to effectively promote local potential and strengths

Through recent surveys and working sessions with the Party Committees of communes and wards in southern Khanh Hoa, Mr. Nguyen Duc Thanh - Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee requested the communes and wards to focus on directing the Party Congresses of communes and wards according to Directive No. 45 of the Politburo and the Plan of the Provincial Party Standing Committee to ensure the correct content and progress requirements; fully prepare the conditions to successfully organize the Party Congresses of communes and wards for the 2025 - 2030 term. Especially, pay attention to building congress documents to ensure the correct orientation of the province and close to the practical situation in the locality. In particular, it is necessary to focus on reviewing socio-economic targets and tasks, ongoing projects and works, difficulties and obstacles... to propose and develop programs and plans with specific goals, tasks and solutions; propose solutions to effectively promote the potentials and strengths of the locality.

Specifically, for Phuoc Dinh commune, the development orientation is to become a modern, ecological coastal rural area, focusing on 3 main pillars: Marine economy (aquaculture, fisheries, coastal tourism), high-tech agriculture (grapes, garlic, shrimp seeds) and clean energy (wind power, solar power, nuclear power); prioritize infrastructure investment, develop public services, improve quality of life; strive to build a model new rural commune, sustainable development by 2030. My Son commune becomes a highlight in the balanced regional development strategy, contributing to shortening the development gap between mountainous and delta areas, being an ecological buffer zone and a high-tech agricultural and forestry production area, associated with preserving cultural identity, combining community tourism development, sustainable ecology...

At the same time, Mr. Nguyen Duc Thanh requested that in the coming time, communes and wards need to focus on implementing social security policies, compensation, site clearance, job creation, and resettlement for people affected by project implementation; continue to preserve and promote tangible and intangible cultural values of ethnic minorities; strengthen the protection of forest resources, land and water resources, respond to climate change and natural disasters - especially prolonged droughts...

At the working session with the Party Committee of Bac Ai commune, Mr. Nguyen Khac Toan - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Secretary of the Party Committee of Khanh Hoa Provincial Party Agencies requested that in the coming time, the Party Committee of the commune needs to continue to maintain solidarity, do a good job of ideological work for cadres, civil servants, and public employees, creating people's trust in the Party Committee and local government. The Party Committee of the commune needs to focus on completing the documents of the Party Congress of the commune for the term 2025 - 2030, in which the draft Political Report needs to clearly assess the potential, strengths, and room for socio-economic development of the commune in the new development period.
