The 1st Congress of the Party Committee of the Ministry of Foreign Affairs for the 2025-2030 term took place in the context of the country carrying out a revolution to streamline the apparatus, implementing a two-level local government on the basis of rearranging administrative boundaries to create space for socio-economic development; resolutely implementing the tasks stated in the "four pillars" of the Politburo 's Resolutions, creating a foundation to promote double-digit GDP growth, determined to implement the two 100-year strategic goals of the Party and State.
This is also the first Congress where the Party Committee of the Ministry of Foreign Affairs is assigned the task of comprehensively leading and directing all aspects of implementing political tasks, Party building and industry building, while undertaking the synchronous, comprehensive and effective implementation of foreign affairs activities on all three pillars: Party diplomacy, State diplomacy and people-to-people diplomacy with innovative thinking and methods towards drastic, effective, substantive, sustainable and long-term direction in all channels and fields.
The overarching goal of the Congress is to promote the pioneering, important and regular role of foreign affairs in creating and maintaining a peaceful and stable environment, protecting the Fatherland early and from afar in accordance with the spirit of the 13th Central Committee's Resolution 8 on the Fatherland Protection Strategy in the new situation; taking advantage of external resources and favorable conditions to serve the country's development.
To achieve the goals set by the Congress, it is necessary to have the cooperation and unanimity of all cadres and Party members, including Party organizations - the "cells" of the Party Committee, which directly implement and concretize the Party's guidelines and policies, the State's laws, and carry out the tasks of the Ministry of Foreign Affairs.
The Party Cell of the Office of the Party Committee - Mass Organizations has the characteristic that all cadres specializing in Party work are Party members working at the Cell. The Cell has the function of coordinating with the staff of the Party Committee of the Ministry of Foreign Affairs, the Executive Committee, and the Standing Committee of the Party Committee of the Ministry of Foreign Affairs in disseminating and implementing the directives and resolutions of the Party and the State, and in leading and directing Party organizations and Party members in the entire Party Cell.
In the past time, the Party Cell has done a good job of advising the Party Committee, notably: (i) advising the Central Committee to issue new regulations on overseas Party work; (ii) propagating, disseminating and implementing the Four Strategic Resolutions, in which the Party Committee of the Ministry of Foreign Affairs was assigned to preside over the implementation of Resolution 59-NQ/TW; (iii) coordinating and advising on the implementation of Resolution 18-NQ/TW dated October 25, 2017 of the Central Committee on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.
The 1st Congress of the Party Committee of the Ministry of Foreign Affairs for the 2025-2030 term is a particularly important political event, demonstrating the intelligence, mettle, and solidarity of the entire Party Committee.
To prepare for this important event, the Party Committee Office - Mass Organizations has advised the Party Committee to issue many important directive documents such as: (i) Issuing the Plan to organize Party Congresses at all levels, towards the 1st Congress of the Party Committee of the Ministry of Foreign Affairs, term 2025-2030 and the 14th National Congress of the Party; (ii) Guiding some contents of personnel work at the Party Congresses at all levels in the country under the 1st Party Committee of the Ministry of Foreign Affairs, term 2025-2030; (iii) advising on the establishment of subcommittees and working groups to prepare well for all aspects of work: document work, personnel, organization and propaganda of the 1st Congress of the Party Committee of the Ministry of Foreign Affairs, term 2025-2030; (iv) Guide and urge affiliated party organizations both at home and abroad to successfully organize congresses, and at the same time consolidate and establish new party organizations after streamlining the apparatus.
In the coming term, the world and regional situation may become more complicated, especially in terms of economy and trade. To contribute to the successful implementation of national development goals, the Ministry of Foreign Affairs needs to continue to promote its pioneering role, synchronously, comprehensively and effectively deploy foreign affairs activities with new and innovative approaches.
The Party Cell believes that with careful preparation in personnel work, organization, propaganda, and the cooperation and consensus of all cadres and Party members, the 1st Congress of the Party Committee of the Ministry of Foreign Affairs, term 2025-2030, will be a great success.
The Congress will summarize and comprehensively evaluate the achievements as well as shortcomings and limitations in the past term; select exemplary comrades with capacity, qualities and prestige to join the Party Executive Committee of the Ministry of Foreign Affairs for the 2025-2030 term; set out directions and goals, clearly define the new mission of the Diplomatic sector in the new era, helping the Ministry of Foreign Affairs successfully carry out foreign affairs tasks in the new situation, contributing to the successful implementation of the Resolution of the 14th National Party Congress.
The Party Cell believes that, in the 2025-2030 term, the Party Committee of the Ministry of Foreign Affairs will promote its pioneering, important and regular role in synchronously and effectively implementing the three pillars of foreign affairs; paving the way, protecting national and ethnic interests and creating a favorable environment for sustainable national development.
