How to develop a sustainable and flexible tourism ecosystem from public-private cooperation?

Based on the positive results achieved, the leader of the Vietnam National Tourism Administration said that the agency will continue to expand the public-private partnership mechanism to be more comprehensive, substantive and flexible.

The tourism ecosystem is a comprehensive economic sector, closely linked to many different fields, so public-private cooperation is especially necessary to ensure consistency and efficiency. The State-enterprise-community "joining hands" not only helps diversify products and improve service quality, but also contributes to creating a sustainable development landscape, balancing economic growth, resource conservation and preserving national cultural identity.

That is also the reason why the Vietnam National Administration of Tourism, in collaboration with the online travel platform Traveloka, organized the Workshop "Developing and promoting tourist destinations through public-private partnership" on October 9 in Hanoi.

Strategic solutions to connect resources

Vietnam's tourism industry is experiencing a strong recovery period after the pandemic, gradually affirming its position in the region in terms of both service quality and international appeal, while striving to achieve the growth targets set by the Government . On that journey, the leader of the Vietnam National Administration of Tourism affirmed that public-private partnership is not simply a strategy to cope with difficulties, but a driving force for sustainable development, helping to combine the strengths of state management agencies, businesses and the community to optimize resources.

This model not only helps build smart tourism infrastructure, in line with market trends, but also opens up opportunities to develop and promote new destinations, enhancing tourist experiences.

Deputy Director of the Vietnam National Administration of Tourism, Ms. Nguyen Thi Hoa Mai, said that for Vietnam tourism, strengthening public-private cooperation is one of the key solutions to effectively implement Resolution No. 08-NQ/TW dated January 16, 2017 of the Politburo on developing tourism into a spearhead economic sector, as well as Resolution No. 82/NQ-CP dated May 18, 2023 of the Government on restoring and accelerating effective and sustainable tourism development.

“Public-private partnership is a strategic solution that helps to maximize social resources, reduce pressure on the state budget, and at the same time motivate businesses and the community to participate more deeply in product and service development. This mechanism of harmonizing benefits and allocating risks contributes to improving the competitiveness of destinations and promoting Vietnam's image to the world,” Ms. Mai Hoa emphasized.

Industry leaders affirmed that the Vietnam National Tourism Administration always considers businesses as important partners in the development process of the industry. Many tourism promotion, advertising and stimulus programs chaired by the Vietnam National Tourism Administration and localities have had the active support of travel agencies, airlines, hotels, online travel agencies (OTAs) and Tourism Associations.

Director of Traveloka Vietnam, Ms. Huynh Thi Mai Thy shared: “Vietnam’s tourism story is a testament to its impressive growth and great potential. We are honored to be a part of that success. Through cooperation with the Vietnam National Administration of Tourism and local partners, Traveloka hopes to open up more opportunities for tourists to explore the country’s diverse cultural beauty and beautiful nature, while contributing to the development of a dynamic and sustainable tourism ecosystem, bringing benefits to the local community and businesses.”

The continuation of this partnership will focus on promoting key strategic areas, including promoting Vietnam's prominent destinations such as Hanoi, Ho Chi Minh City and Da Nang, and expanding to other provinces and cities.

“Vietnam possesses a rich treasure trove of culture, nature and health care experiences, which increasingly attract global tourists. Together with the Vietnam National Administration of Tourism, we hope that these experiences will be widely promoted and developed sustainably, contributing to helping Vietnam maintain its competitiveness in the context of the constantly changing global tourism industry,” Ms. Thy added.

As a technology partner of the Vietnam National Administration of Tourism, Traveloka has affirmed the increasingly important role of businesses in digital transformation and destination promotion.

In recent times, this platform has cooperated with many localities to implement effective stimulus programs and promote destinations. In Da Nang, the "Enjoy Da Nang 2024" program has issued thousands of travel vouchers including air tickets, hotel rooms and tourist attractions, contributing to a significant increase in the number of visitors and improving the level of tourist satisfaction. In Ho Chi Minh City, the 2025 e-voucher program with a total value of more than 4 billion VND has been deployed, connecting hotels, restaurants, spas and health care services in a synchronized digital ecosystem...

How to make public-private partnership effective?

At the workshop, delegates analyzed the challenges posed in the context of Vietnam's strong double-digit growth in tourism (21% growth before the pandemic), from pressure on infrastructure, destination management to the need to improve service quality and ensure harmonious development with the environment and community. Changing trends in tourist behavior and experience needs were also analyzed, with a gradual shift to green tourism products, smart tourism, tourism associated with health and indigenous culture.

Opinions also suggested that long-term strategies should focus on product diversification, market expansion, increased international promotion and closer links between the state, businesses and the community to create a sustainable and comprehensive tourism ecosystem.

Experts say that in reality, the mechanism for sharing risks and benefits between parties is still not really harmonious, making private enterprises hesitant to participate in projects, social resources have not been mobilized comprehensively, many cooperation projects do not have effective measurement tools... In addition, most small and medium enterprises still have problems with capital, management capacity and access to information, making participation in the public-private cooperation chain still limited.

To improve the effectiveness of public-private partnerships, according to Ms. Nguyen Thi Hoa Mai, it is necessary to increase transparency, promote information sharing, have an effective evaluation mechanism, and at the same time expand opportunities for tourism businesses in many different fields and scales to participate. Because only when the interests of the state, businesses and the community are harmonized, will public-private partnerships be truly sustainable, practical and long-term for the country's tourism industry.

The Deputy Director of the Vietnam National Administration of Tourism also highly appreciated the active participation of technology partners such as Traveloka, with e-voucher initiatives to stimulate demand, destination promotion campaigns and digital cooperation models with localities, affirming the increasingly important role of OTA (online travel agency) businesses in innovation, digital transformation and tourism promotion. These results are vivid evidence of the potential and real effectiveness of public-private cooperation in Vietnam's tourism industry.

Based on the positive results achieved, Ms. Nguyen Thi Hoa Mai said that the Vietnam National Administration of Tourism will continue to expand the public-private partnership mechanism more comprehensively, substantially and flexibly.

“The Department will strengthen its coordination role, creating a space for regular dialogue between management agencies, businesses and associations; at the same time, provide specific directions for public-private partnership models in promotion, advertising, digital transformation and development of specific tourism products. The Department will encourage localities to increase the socialization of resources and promote cooperation with technology platforms, airlines, travel businesses and hotels to deploy large-scale joint promotional campaigns, including domestic and international market promotion.

In particular, in the coming period, the Department will exploit more strongly the role of OTA platforms as a strategic channel in promoting, analyzing the market and researching tourist behavior. OTAs with the advantage of big data and the speed of updating trends will help the Department more accurately orient communication and marketing campaigns according to each market, each group of customers and new tourism trends./.

The Memorandum of Understanding between Traveloka and the Ho Chi Minh City Department of Tourism was also signed within the framework of the Workshop. This event marks a new step forward in the cooperation between the two sides, opening up many programs to promote and stimulate international tourism for the city in the fourth quarter of 2025 while affirming the increasingly important role of technology enterprises in developing the smart tourism ecosystem.
