Accordingly, Circular 08 has amended the regulations in Circulars 01, 02, 03, 04/2021/TT-BGDDT in the direction of only needing to meet one general certificate for each level of education, without dividing certificates into 1, 2, 3, 4 as before.
If a teacher has one of the training certificates according to the old regulations on teacher professional title standards (before June 30, 2022), he/she is considered to meet the requirements for a professional title certificate.

In addition, Circular 08 also clearly states that primary school teachers and secondary school teachers only need a bachelor's degree or higher in a teaching major or a bachelor's degree in a relevant major and a certificate of pedagogical training to meet grade I standards.
Meanwhile, according to previous regulations, grade I primary school teachers and grade I junior high school teachers must have a master's degree or higher in teaching or a major appropriate to the subject taught oreducational management.
On the other hand, according to Circular 08, preschool teachers of grade III can be promoted to grade II earlier than previously regulated due to changes in the standards for the time to hold the grade III or equivalent.
Previously, preschool teachers had to hold the title of Grade III for 9 years or more to be promoted, but now they only need to hold the title of Grade III for 3 years or more to meet the standards. The time limit for holding the above title is calculated until the deadline for submitting the application for promotion.
In particular, in Circular 08/2023, the Ministry of Education and Training has amended and supplemented a number of regulations on salary classification for teaching staff in public preschool and general education institutions.
In this Circular, the Ministry of Education still maintains the current regulation that teachers appointed to a professional title rank will be ranked according to that rank, but has amended and supplemented some of the following contents:
When appointing from the old rank to the corresponding new rank, only 2 criteria are considered: Training level and time holding the next lower rank; teachers are not required to have evidence of other criteria.
In case a teacher has not met the standards of the corresponding rank, he/she will continue to hold the rank, code and salary coefficient of the current professional title, and will not be appointed to the next lower rank.
When meeting the prescribed conditions, they will be appointed to the corresponding professional title without having to go through an exam or promotion.
The above amendments and supplements will help make the appointment and salary arrangement simpler, and teachers will not need to provide unnecessary evidence.
At the same time, it overcomes difficulties in assigning teachers' salaries, ensures consistency in regulations on the time to keep ranks between levels of education and regulations of the Ministry of Home Affairs on the time to keep ranks of cadres, specialists, and senior specialists.
