On the morning of August 23, Ho Chi Minh City National University held the 7th Party Congress for the 2025-2030 term. Attending the congress were Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen, Deputy Head of the Central Propaganda and Education Commission Huynh Thanh Dat; Standing Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thanh Nghi and other Central Party Committee members and former Central Party Committee members.

Training 50,000 bachelors, engineers, masters, and doctors in strategic technology fields

In the 2020-2025 term, Ho Chi Minh City National University continues to perfect the advanced university governance model. The number of affiliated units has been reduced from 30 to 21, equivalent to 30% through the consolidation of similar functional units. Up to now, 20/30 units have innovated their operating mechanism towards autonomy in regular expenditure.

In 2020, the number of employees receiving salaries from the state budget in the entire system was 3,477 people, accounting for 71.1% of the total number of civil servants and employees. By 2024, this number will decrease to 1,154 people, equivalent to 18% of the total number of civil servants and employees.

In terms of finance, revenue (including revenue from the state budget and revenue from the unit) has an average growth rate of 8.45%/year. Of which, revenue from tuition and fees accounts for a high proportion in the revenue structure, with total tuition revenue expected to account for about 54% in 2025. The ratio of non-tuition revenue/total revenue of member universities tends to increase, mainly from service activities, joint ventures, partnerships, and science and technology transfer.

Also during the term, 18 lecturers were recognized as professors and 123 as associate professors; the number of people with doctoral degrees increased from 1,022 in 2020 to 1,400 in 2025. The ratio of full-time lecturers with doctoral degrees/total number of full-time lecturers currently reaches 53.57%.

In the 2025-2030 term, the Party Committee of Ho Chi Minh City National University aims to increase the proportion of lecturers with doctoral degrees to 75%; attract 350 young doctors, leading scientists and 100 visiting professors. The number of articles published in Web of Science and Scopus journals will reach 20,000, the number of applications and patents will increase by an average of 16-18% per year.

In addition, at least 5% of full-time students in the entire system participate in talent training programs; there are at least 20 joint degree programs between member units. At the same time, 50,000 bachelors, engineers, masters, and doctors are trained in strategic technology fields such as: semiconductor chips, artificial intelligence, biotechnology-biomedicine, advanced materials technology, renewable energy and nuclear...

Speaking at the congress, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen acknowledged the achievements of Ho Chi Minh City National University in the past term and agreed with the goals, directions and tasks for the 2025-2030 term.

The Secretary of the Ho Chi Minh City Party Committee requested that Ho Chi Minh City National University focus on effectively implementing the Politburo 's key resolutions, especially Resolution No. 57-NQ/TW associated with the development of Ho Chi Minh City National University through specific action programs. Along with that, it is necessary to mobilize resources to build a development model that integrates theory with practice, becoming a driving force in the new era. The Secretary of the Ho Chi Minh City Party Committee also emphasized the need to continue promoting the "three-house" cooperation model, promoting the development of Ho Chi Minh City National University Urban Area towards a model, green, modern, and friendly university. At the same time, restructure the apparatus to be streamlined and strong, improve the efficiency of human resource management and operation in the spirit of Resolution No. 18-NQ/TW.

According to him, each student upon graduation needs to have ethics, style and lifestyle following the example of President Ho Chi Minh. Moral education is not only for students but also for civil servants and leaders. Each person needs to practice and set an example. The goal is for each student upon graduation to become an important factor of the nation, converging the spirit, style and ethical lifestyle of Uncle Ho.
