Plan to merge more than 30 universities, colleges and secondary schools in Ho Chi Minh City

According to the draft plan to reorganize public service units of the Ho Chi Minh City People's Committee, Saigon University will merge with Ba Ria-Vung Tau Pedagogical College; many other colleges and intermediate schools will be reorganized.

According to the draft plan to arrange public service units of the People's Committee of Ho Chi Minh City, Saigon University merged with Ba Ria-Vung Tau Pedagogical College.

According to the draft plan to reorganize public service units, the People's Committee of Ho Chi Minh City will merge and reorganize the operating apparatus of 35 universities, colleges, intermediate schools, and centers.

Ho Chi Minh City plans to have 3 public universities.

The merger and reorganization of school units is carried out according to the request of the Ministry of Home Affairs on the arrangement of public service units in the fields of education and health and the plan of the Government Steering Committee on the arrangement of public service units, state-owned enterprises, and organizations in the administrative system.

At the university level, the city plans to maintain Pham Ngoc Thach University of Medicine and Thu Dau Mot University as they are now. Saigon University will be reorganized on the basis of merging with Ba Ria - Vung Tau Pedagogical College because they have the same main training field: pedagogy.

After the arrangement, 3 universities are self-sufficient in regular expenses including: Pham Ngoc Thach University of Medicine, Thu Dau Mot University, and Saigon University.

Reorganize colleges and secondary schools

Ho Chi Minh City currently has 19 colleges , of which 14 schools are partially self-sufficient in regular expenses, including: (1) Ba Ria - Vung Tau Pedagogical College; (2) Ba Ria - Vung Tau Medical College; (3) Ho Chi Minh City College of Culture and Arts; (4) Thu Thiem College - Ho Chi Minh City; (5) Thu Duc College of Technology; (6) Ho Chi Minh City College of Transport; (7) Ho Chi Minh City College of Architecture and Construction; (8) Ho Chi Minh City College of Economics and Technology; (9) Nguyen Truong To Technical College; (10) Thu Duc College of Economics and Technology; (11) Nam Sai Gon Polytechnic College; (12) Ho Chi Minh City Vocational College; (13) Ly Tu Trong College, Ho Chi Minh City; (14) Ho Chi Minh City College of Economics.

4 schools that guarantee regular tuition: (1) Vietnam - Singapore Vocational College; (2) Vietnam - Korea Binh Duong College; (3) Ba Ria - Vung Tau College of Technology; (4) Binh Duong Medical College.

One school that is self-sufficient in regular and investment expenses is the Semi-Public College of Technology and Business Administration.

According to the arrangement plan, Ho Chi Minh City is not expected to reorganize the following schools: Vietnam - Singapore College; Vietnam - Korea Binh Duong College; Ba Ria - Vung Tau College of Technology, Thu Duc College of Technology, Ho Chi Minh City College of Architecture and Construction.

In particular, the Semi-Public College of Technology and Business Administration has changed from a semi-public type to a financially autonomous public school.

In addition, Ho Chi Minh City plans to establish two schools: Saigontourist College of Tourism and Hotel (upgraded from Saigontourist College of Tourism and Hotel) and Ho Chi Minh City College of High-Tech Agriculture (merging Ho Chi Minh City College of Agricultural Technology, College of Agriculture and Forestry and Center for High-Tech Agricultural Vocational Education).

Regarding secondary and vocational schools, Ho Chi Minh City currently has 20 units. Of which, 12 units are self-sufficient in part of their regular expenses, including: (1) Agricultural and Forestry Secondary School; (2) Agricultural Technical Secondary School; (3) Binh Duong Fine Arts and Culture Secondary School; (4) Nhan Dao Vocational Secondary School; (5) Binh Duong Economic Secondary School; (6) Ho Chi Minh City Polytechnic Secondary School; (7) Tran Dai Nghia Secondary School; (8) Dong Sai Gon Vocational Secondary School; (9) District 12 Economic and Technical Secondary School; (10) Nguyen Huu Canh Economic and Technical Secondary School; (11) Cu Chi Vocational Secondary School; (12) Quang Trung Vocational Secondary School.

3 units that self-insure regular expenditures include: (1) Hung Vuong Technical Vocational College; (2) Ton Duc Thang Technical Vocational College; (3) Binh Thanh Vocational College.

2 self-insured units with only regular and only investment include: (1) Saigontourist College of Tourism and Hospitality; (2) Suleco Vocational College.

The proposed arrangement is to convert Suleco Vocational College from public to private. The remaining public colleges will be merged into colleges and upgraded to colleges (according to the college plan). After the arrangement, Ho Chi Minh City will no longer have any public colleges.

The remaining colleges and intermediate schools will be merged according to the following proposed plan:

Thus, after the reorganization, Ho Chi Minh City has 19 colleges, no more public secondary schools. Public secondary schools, primary schools, kindergartens or inter-level schools are basically kept as they are now to serve the needs of the people and students, according to the instructions of the Ministry of Education and Training. Currently, the city has more than 2.5 million students and preschool children in more than 3,500 schools.

If the plan of Ho Chi Minh City is approved, the units will complete the merger and arrangement of universities, colleges and intermediate schools in the area before November 30.
