According to the arrangement plan, Ho Chi Minh City is not expected to reorganize the following schools: Vietnam-Singapore College; Vietnam-Korea Binh Duong College; Ba Ria-Vung Tau College of Technology; Thu Duc College of Technology; Ho Chi Minh City College of Architecture and Construction.

In addition, Ho Chi Minh City plans to establish two new colleges: Ho Chi Minh City College of High-Tech Agriculture on the basis of merging the City Agricultural Technical College, the Agriculture and Forestry College and the Center for Vocational Education of High-Tech Agriculture.

After the arrangement, Ho Chi Minh City is expected to have 19 colleges, no more affiliated public secondary schools.
Kindergartens, primary schools, junior high schools, and high schools will be kept as they are now to serve more than 2.5 million students and preschoolers studying at 3,500 schools in Ho Chi Minh City after the merger.
The merger and reorganization of school units is carried out according to the request of the Ministry of Home Affairs on the arrangement of public service units in the fields of education and health and the plan of the Government Steering Committee on the arrangement of public service units, state-owned enterprises, and organizations in the administrative system.
