Ho Chi Minh City plans to arrange more than 30 universities, colleges and intermediate schools.

According to the draft, the city currently has 3 universities that are self-sufficient in regular expenses, including: Pham Ngoc Thach University of Medicine, Thu Dau Mot University, and Saigon University.

According to the arrangement plan, the following schools will not be reorganized: Pham Ngoc Thach University of Medicine; Thu Dau Mot University.

Reorganize Saigon University on the basis of merging Ba Ria-Vung Tau Pedagogical College. The unit in charge of the merger is Saigon University (training fields related to pedagogy).

Regarding colleges, the city currently has 19 units. Of these, 14 units are self-sufficient in regular expenses; 4 units are self-sufficient in regular expenses; and 1 unit is self-sufficient in regular expenses and investment expenses.

According to the arrangement plan, Ho Chi Minh City is not expected to reorganize the following schools: Vietnam-Singapore College; Vietnam-Korea Binh Duong College; Ba Ria-Vung Tau College of Technology; Thu Duc College of Technology; Ho Chi Minh City College of Architecture and Construction.

For the Semi-Public College of Technology and Business Administration to change from semi-public to financially autonomous public school.

In addition, Ho Chi Minh City plans to establish two new colleges: Ho Chi Minh City College of High-Tech Agriculture on the basis of merging the City Agricultural Technical College, the Agriculture and Forestry College and the Center for Vocational Education of High-Tech Agriculture.

After the arrangement, Ho Chi Minh City is expected to have 19 colleges, no more affiliated public secondary schools.

Kindergartens, primary schools, junior high schools, and high schools will be kept as they are now to serve more than 2.5 million students and preschoolers studying at 3,500 schools in Ho Chi Minh City after the merger.

The merger and reorganization of school units is carried out according to the request of the Ministry of Home Affairs on the arrangement of public service units in the fields of education and health and the plan of the Government Steering Committee on the arrangement of public service units, state-owned enterprises, and organizations in the administrative system.
