According to the draft plan to reorganize public service units, the People's Committee of Ho Chi Minh City expects to have major changes in the vocational and university education system in the area. This plan is implemented at the request of the Ministry of Home Affairs and the Government's Steering Committee on reorganizing and streamlining public service units. The main goal is to create an effective, flexible education system that better meets the needs of socio-economic development.
For university level, Ho Chi Minh City retains Pham Ngoc Thach University of Medicine and Thu Dau Mot University. Notably, Saigon University was reorganized based on the merger with Ba Ria - Vung Tau Pedagogical College because they have the same core training field of pedagogy. After the reorganization, all three universities operate under the autonomous model, self-guaranteeing regular expenses.

At the college level, the city currently has 19 schools. According to the plan, most of the schools will be rearranged, except for 5 schools that will maintain the same operating model, including: Vietnam - Singapore College, Vietnam - Korea Binh Duong College, Ba Ria - Vung Tau College of Technology, Thu Duc College of Technology, and Ho Chi Minh City College of Architecture and Construction. In particular, the Semi-Public College of Technology and Business Administration will be converted to a public, financially autonomous model.
In particular, Ho Chi Minh City plans to establish two new colleges. Saigontourist College of Tourism and Hotel will be upgraded from Saigontourist College of Tourism and Hotel. Ho Chi Minh City College of High-Tech Agriculture will be established on the basis of merging Ho Chi Minh City College of Agricultural Technology, College of Agriculture and Forestry and Center for High-Tech Agricultural Vocational Education.
In addition, Ho Chi Minh City is expected to no longer have public secondary schools after the reorganization. Currently, the city has 20 secondary and vocational training units. According to the plan, public secondary schools will be merged into colleges or upgraded to colleges. Suleco vocational secondary school will be converted from public to private.
In addition, 41 continuing education and vocational education - continuing education centers are also proposed to be converted into vocational high schools, operating under the high school model.
If this plan is approved, the entire process of merging and rearranging units is expected to be completed before November 30, promising to create a new look for the city's education system.
