At the university level, Ho Chi Minh City plans to keep Pham Ngoc Thach and Thu Dau Mot Medical Universities. Saigon University will be reorganized by merging with Ba Ria - Vung Tau Pedagogical College under the name Saigon University.

Regarding colleges, Ho Chi Minh City currently has 19 schools, of which 14 schools are self-sufficient in part in their regular expenses, including: Ba Ria - Vung Tau Pedagogical College; Ba Ria - Vung Tau Medical College; Ho Chi Minh City College of Culture and Arts; Thu Thiem - Ho Chi Minh City College; Thu Duc College of Technology; Ho Chi Minh City College of Transport; Ho Chi Minh City College of Architecture and Construction; Ho Chi Minh City College of Economics and Technology; Nguyen Truong To Technical College; Thu Duc College of Economics and Technology; Nam Saigon Polytechnic College; Ho Chi Minh City Vocational College; Ly Tu Trong College of Ho Chi Minh City; Ho Chi Minh City College of Economics.

The four schools that are self-sufficient in regular expenditure are: Vietnam - Singapore Vocational College; Vietnam - Korea Binh Duong College; Ba Ria - Vung Tau College of Technology; Binh Duong Medical College.

One school that is self-funded in terms of regular and investment expenditures is the Semi-Public College of Business Administration.

Regarding the arrangement plan, the expected merger is as follows:
- Binh Duong Medical College and Ba Ria - Vung Tau Medical College became Ho Chi Minh City Medical College.
- Ho Chi Minh City Vocational College, Hung Vuong Technical - Technology Vocational College, Quang Trung Vocational College become Ho Chi Minh City Vocational College.
- Ho Chi Minh City College of Economics and Binh Duong College of Economics became Ho Chi Minh City College of Economics.
- Ho Chi Minh City College of Economics and Technology, Tran Dai Nghia College, District 12 College of Economics and Technology became Tran Dai Nghia College.
- South Saigon Polytechnic College, Nhan Dao Vocational College, Binh Thanh Vocational College became South Saigon Polytechnic College.
- Nguyen Truong To Technical College, Ho Chi Minh City Polytechnic College, Cu Chi Vocational College became Nguyen Truong To College.
- Thu Duc College of Economics and Technology, Dong Sai Gon Vocational College became Ho Chi Minh City College of Technology
- Ly Tu Trong College, Ho Chi Minh City, Information and Communication College became Ly Tu Trong College, Ho Chi Minh City.
- Ho Chi Minh City College of Transport, Binh Duong Vocational Education and Driving Test Center, and Transport Vocational College (Ba Ria - Vung Tau) became Ho Chi Minh City College of Transport.
- Thu Thiem College, Ho Chi Minh City, Nguyen Huu Canh College of Economics and Technology, Ton Duc Thang College of Technology and Vocational Training became Nguyen Huu Canh College.
- Ho Chi Minh City College of Culture and Arts, Binh Duong College of Fine Arts and Culture became Ho Chi Minh City College of Culture and Arts.

Keep 5 schools: Vietnam - Singapore College; Vietnam - Korea Binh Duong College; Ba Ria - Vung Tau College of Technology.
Of which, Thu Duc College of Technology and Ho Chi Minh City College of Architecture and Construction will remain the same but change the level of autonomy.
In particular, the Semi-Public College of Technology and Business Administration has changed from a semi-public school to a financially autonomous public school.

The city plans to establish two schools : Saigontourist College of Tourism and Hotel (upgraded from Saigontourist College of Tourism and Hotel) and Ho Chi Minh City College of High-Tech Agriculture (merging two Ho Chi Minh City College of Agricultural Technology, College of Agriculture and Forestry and Center for Vocational Education of High-Tech Agriculture). After the reorganization, Ho Chi Minh City is expected to have no more secondary schools.
