The People's Committee of Ho Chi Minh City issued Plan No. 115/KH-UBND dated October 3, 2025 on the peak emulation campaign "Determination to accelerate, double productivity" to welcome the 1st Ho Chi Minh City Party Congress and the 14th National Congress of the Party.

The purpose of the plan is to continue to effectively implement the Directive on promoting emulation "Improving quality - breaking through targets" to successfully implement the targets and tasks of socio -economic development for the 5 years (2021-2025) and the peak period of "100 days of streamlined - strong - effective, efficient and effective operations", welcoming the Party Congresses at all levels, towards the 1st Ho Chi Minh City Party Congress" (term 2025-2030), the 14th National Congress of the Party.

Promote the strength of the entire political system, concentrate all resources, be determined and persistent in effectively implementing solutions and directives of the City Party Committee and People's Committee to complete the goals and tasks of socio-economic development and fulfill the covenant of the Emulation Cluster of Central Cities.

Ho Chi Minh City People's Committee divided the plan into 2 phases. Phase 1 (from now until October 15) with the main content "determination to accelerate the completion of typical projects and tasks": Focus on effectively implementing 5 emulation contents according to Plan No. 01/KH-UBND dated July 1, 2025 of the City People's Committee; each agency, unit, and locality identifies at least 1 key project, has solutions to speed up construction progress or at least 1 typical model and task.

Speed ​​up the implementation of registered typical emulation projects, focusing resources on timely implementation: Commencement of 9 projects: City Children's Palace construction project, Da Do canal dredging project (from Nguyen Hoang street to Saigon river); Ho Chi Minh City - Long Thanh - Dau Giay expressway expansion project (section from An Phu intersection to Ring Road 2)... Inauguration of 2 projects: Cu Chi Regional General Hospital and Ba Trieu canal dredging and renovation project.

Continue to implement key projects such as: Ring Road 2; environmental improvement of Tham Luong - Ben Cat canal - Nuoc Len canal; Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway; Ho Chi Minh City Ring Road 4; speed up the progress of projects such as: National Highway 13, Ring Road 3...

Ho Chi Minh City has proposed the implementation of phase 2 of the plan to accelerate, break through and successfully complete the socio-economic development goals and tasks by 2025.
