Under the leadership and direction of the Central Military Commission, the Ministry of National Defense , and directly the Party Committee and the Navy Command, officers and soldiers of Naval Region 5 have promoted the glorious tradition of the Party, the nation, the army, and the heroic Navy, overcoming all difficulties, being united, dynamic, creative, and successfully completing assigned tasks, some of which were excellently completed. The unit has had many achievements in the cause of building and defending the Fatherland, firmly protecting the southwestern border; and successfully completing noble international missions.

Currently, the unit is assigned the task of managing a large sea area. In response to the new requirements of socio-economic development tasks associated with firmly protecting national sovereignty at sea, the unit's officers and soldiers have thoroughly grasped the Party and State's guidelines and policies, overcome all difficulties, proactively grasped, forecasted, analyzed, and correctly assessed the situation, promptly advised the Party, State, and Ministry of National Defense on policies and countermeasures, and fulfilled the task of managing and firmly protecting maritime sovereignty, maintaining a peaceful and stable environment in the southwestern sea and islands of the Fatherland, contributing to the development of the marine economy and border trade economy...

Speaking at the working session, General Secretary To Lam acknowledged and commended the outstanding achievements that Naval Region 5 has achieved in recent times; highly appreciated the close and effective direction of the Ministry of National Defense, the Navy, the attention, coordination and facilitation of central ministries, branches, localities, especially the southern provinces and cities and Military Region 9 so that Naval Region 5 can grow stronger in all aspects, meeting the requirements of tasks in the new period.

The General Secretary emphasized that the southwestern sea has a very important strategic position in terms of national defense and security, and is the spearhead of the Fatherland's ship heading out to the open sea. Reality has placed especially great demands and tasks on officers and soldiers of the Navy in general and Naval Region 5 in particular, both to firmly protect the sovereignty of the sea and islands of the Fatherland, and to promptly detect, advise superiors and directly resolve early and remotely factors that could lead to complications, in order to maintain a peaceful and stable environment in the southwestern sea. All officers and soldiers need to continue to effectively implement Resolution No. 44-NQ/TW of the 13th Party Central Committee on the strategy of defending the Fatherland in the new situation, especially new thinking and awareness about defending the Fatherland.

Resolutely and persistently fight to firmly protect independence, sovereignty, unity, territorial integrity, sea, islands and airspace; always uphold the spirit of revolutionary vigilance, clearly recognize the targets, partners, plots and tricks of hostile forces; proactively grasp and resolve newly arising problems; calmly and effectively handle complicated situations in accordance with the motto and policies; promptly advise on solutions and proactively and firmly resolve arising disputes step by step.

The General Secretary requested to focus on doing well the task of building a clean and strong Party organization; constantly improving the leadership capacity and fighting strength of Party committees and organizations at all levels and of each Party member in conjunction with promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle; paying attention to and taking care of building high-quality human resources; officers and soldiers always have steadfast political will, high determination and confidence in victory in all forms of war.

Focus on innovation, improve training quality and level, combat readiness. Creatively apply the naval combat art of our ancestors "using small to fight big", "using few to fight many"; need to have "Yet Kieu" alongside modern warships; master and effectively promote modern technical equipment, actively apply science and technology, innovation and digital transformation into practical task performance.

The unit needs to closely coordinate with local Party committees, authorities and forces to play a core role in building a national defense and people's war posture at sea. Carry out well the task of supporting the protection of our fishermen's fishing activities at sea, marine economic activities associated with building a strong reserve force and maritime militia. Do better in mass mobilization, propaganda of seas and islands and rescue work. Promote cooperation and friendship with the Navies of other countries, contributing to maintaining a peaceful and stable environment at sea. Continue to research and advise the Party, State, Ministry of National Defense and Navy on policies and solutions to solve existing problems.

The General Secretary affirmed that the Party and State always pay attention to building the people's armed forces, the army, and the Navy to constantly grow in all aspects. With the rich tradition of the heroic Vietnam People's Navy, it is certain that in the coming time, the officers and soldiers of the Navy will continue to strive, overcome all difficulties, successfully complete all assigned tasks, and act as the core in firmly protecting the sacred sovereignty of the sea and islands of the Fatherland, worthy of the trust and love of the Party, State and people.
