I highly appreciate the outstanding results in the activities of the People's Council of Quang Nam province (old), the People's Council of Da Nang city (old) as well as the People's Council of Da Nang city in the current period.

Before implementing the two-level local government model, the two elected bodies of Quang Nam province and Da Nang city held 61 meetings and issued more than 800 resolutions, demonstrating a proactive, decisive spirit, closely following reality and fulfilling the assigned functions and tasks according to the Law on Organization of Local Government. These results not only demonstrate a sense of responsibility but also affirm the position and role of the People's Council in the context of the legal system and the organizational model being continuously improved.

After July 1, 2025 - the time of merging the People's Councils of the two localities and implementing the two-level local government model - the activities of the People's Council of Da Nang city will continue to be maintained stably, adapting quickly to new governance requirements.

In just over four months, the City People's Council successfully held four meetings and issued 30 resolutions. This number shows the flexibility in policy response, timely institutionalization of the Central and City Party Committee's policies, acceptance of voters' opinions, and at the same time meeting the practical requirements of an urban area that is expanding in scale, increasing decentralization and promoting management according to the two-level local government model.

The new Da Nang City People's Council has successfully held four meetings and issued 30 resolutions.

The City People's Council reviews, evaluates, and allows the continued application of resolutions issued by Quang Nam province and Da Nang city (old) and in accordance with the characteristics of the previous administrative boundaries, ensuring that policies are implemented continuously and without interruption; trying to minimize the impact on beneficiaries, especially poor households, policy families, ethnic minorities, social protection beneficiaries, etc.

Many new mechanisms and policies were promptly issued, consolidating the legal basis for implementing socio-economic development tasks and ensuring the city's national defense and security in the new period.

In general, the policies have quickly come into life, creating positive spillover effects and receiving widespread consensus from the people and businesses, affirming the creative and leading role of the People's Council in the city's development process, typically: Policies to support the arrangement of mountainous residents; policies for socio-economic development of border communes; policies to attract and develop high-quality human resources in the public sector; incentives to promote investment in the fields of microchips, artificial intelligence and digital economy; or social security policies, land support for ethnic minorities, sustainable poverty reduction...

Supervision continues to be a bright spot in the activities of the City People's Council. The People's Council, the Standing Committee of the People's Council and the Committees have organized many thematic supervision programs, regular supervision, and re-supervision with strict, scientific and competent procedures.

The supervision content focuses on major issues that voters are particularly interested in, such as: urban planning; site clearance; implementation of public investment projects; land management; social security; administrative reform; natural disaster prevention, search and rescue; inter-reservoir operation procedures... Through supervision, many limitations and problems were pointed out and recommendations for timely handling were made, contributing to improving the effectiveness of state management, promoting the progress of key projects, and ensuring the rights of the people.

The work of receiving citizens and meeting voters has been carried out in an increasingly systematic, public, transparent and regulated manner. Many complicated cases and long-standing petitions have been resolved completely; the rate of petition resolution is high; the City People's Council is interested in enhancing the accountability of the City People's Committee and relevant entities in receiving, processing, resolving and responding to voters and people; considering this an important measure reflecting the effectiveness and efficiency of local government operations.

In summary, during the pre- and post-merger periods, People's Councils at all levels in the city have clearly demonstrated their intelligence, mettle, innovation in working methods and spirit of action for the people.

Reporter: Dear comrade, in the past time, what solutions has the People's Council of Da Nang city implemented to ensure that the resolution is both feasible, realistic, and suitable to the city's development requirements, especially in the new period after the merger?

To ensure that the resolution is both in the right direction and suitable for the city's development practices - especially in the context after the merger and implementation of the 2-level local government model, the City People's Council focuses on synchronously implementing many solutions, specifically:

First of all, the City People's Council focuses on concretizing the implementation of major policies of the Central Government, especially the spirit of Resolution No. 66-NQ/TW of the Politburo on innovation in law-making and enforcement; at the same time, strengthen the assessment and summary of practices, clarify the potentials, advantages, specific factors and new requirements for Da Nang city after the merger. All policy proposals must clearly demonstrate the necessity, fully assess the impact and accurately reflect the major issues of socio-economic life and national defense and security in the locality.

During the process of drafting the resolution, the Standing Committee of the People's Council closely coordinated with the People's Committee and the Vietnam Fatherland Front Committee of the city to review and select the content to be submitted to the session. The Committees of the People's Council strengthened their examination, conducted in-depth field surveys, and proactively accompanied the policy drafting agency. Only contents with fully prepared documents, carefully assessed for impact, ensuring legal basis and feasibility were included in the session's agenda. For complex contents related to many sectors and fields, the People's Council strengthened the organization of social criticism, thematic seminars, consultations with experts, businesses, voters and conducted sociological investigations to ensure objectivity and science.

During the session, the Chairman conducted the meeting in a democratic manner, suggesting topical issues and content with many different opinions for delegates to discuss. Questioning and explaining activities were organized closely; the work of monitoring, supervising and reviewing documents after promulgation was focused on, and contents that were not suitable to reality or had signs of overlap were promptly proposed for amendment and supplementation.

In addition, the People's Council always focuses on improving the capacity of the legal drafting team; promoting the role of relevant departments, branches, agencies, units and localities in each stage and step of drafting resolutions, ensuring that draft resolutions are comprehensively and thoroughly considered in terms of constitutionality, legality, consistency, feasibility and suitability to practical situations.

Thanks to the synchronous implementation of these solutions, the quality of resolutions of the City People's Council has been increasingly improved; meeting practical requirements, contributing to promoting socio-economic development, ensuring national defense and security and improving the quality of people's lives.

Over 80 years of formation and development, the People's Council model has been increasingly perfected, affirming its position and role as a state power agency at the local level.

From practical operations, especially in the current term with many important innovations after the administrative unit arrangement and also entering the transition period for a new term, we have determined that the solutions in the coming time must both focus on implementing the socio-economic development goals, national security and defense in 2025 and the remaining time of the 2021-2026 term; while meeting the city's development requirements in the new period.

Firstly , it is necessary to fully and promptly identify institutional requirements on the basis of closely following the Party's policies, the National Assembly's laws, the major orientations of the City Party Committee, especially the Action Program to implement the Resolution of the 1st Congress of the Da Nang City Party Committee (term 2025-2030). Each resolution and policy issued by the People's Council must be comprehensive, continuous, and synchronous, ensuring the inheritance of the results of major policies that have been implemented over many terms; suitable to the characteristics of each locality and region in the city; at the same time, opening up new directions of a pioneering and creative nature, promoting the development of science and technology, digital transformation, creating important breakthroughs for development.

Second , continue to innovate the People's Council's working methods in conjunction with innovating the work of building, perfecting and enforcing laws; strengthen focused supervision in conjunction with post-inspection work; study and perfect the decentralization and delegation mechanism, promptly remove difficulties and obstacles in implementing the 2-level local government model. At the same time, strengthen the application of information technology, build and share databases to ensure that citizen reception and voter contact are carried out transparently and effectively.

Third , continue to improve the quality of People's Council delegates. Each People's Council delegate needs to promote a high sense of responsibility, courage, intelligence and independence in decision-making; proactively research and update new knowledge on law, digital economy, smart cities, digital transformation, application of artificial intelligence and modern local governance. In the immediate future, the City People's Council will focus on preparing personnel work and organizing elections for People's Council delegates at all levels for the 2026-2031 term. The selection of delegates with sufficient virtue and talent, representing all classes of people, will determine the quality of the People's Council's activities.

Fourth , strengthen the coordination relationship between the People's Council - People's Committee - Vietnam Fatherland Front Committee; between the People's Council Committees, People's Council delegates with the departments, branches, agencies, units of the People's Committee and affiliated organizations of the Vietnam Fatherland Front Committee in a practical and effective manner; consider this a key requirement to ensure unity and speed in leadership, administration, supervision and social criticism. The focus is to improve the effectiveness, efficiency of management and accountability of State agencies; at the same time, promote the role of the Fatherland Front, ensuring that the people's voice is fully conveyed in the process of policy formulation and implementation.

In addition, it is necessary to pay attention to building, improving the quality and promoting the role of the advisory team; enhancing professional training, policy analysis skills, legal document drafting techniques, and applying artificial intelligence; arranging the right advisory team for the right people, in accordance with their capacity and strengths; focusing on building a working environment that encourages creativity, daring to think, daring to do, daring to propose, and daring to take responsibility. This is an important factor contributing to the increasingly professional, modern, and effective operation of the City People's Council.
