Nghe An: Spreading the spirit, will and determination of the 20th Provincial Party Congress

After 2 days of serious, urgent, democratic and responsible work, with the spirit of "Solidarity-Democracy-Discipline-Breakthrough-Development", on the morning of October 3, the 20th Congress of Nghe An Provincial Party Committee, term 2025-2030, completed the proposed contents and programs and was a great success.

The delegates focused their intelligence, promoted democracy and responsibility, discussed enthusiastically and frankly, and contributed many profound opinions to the Political Report and Review Report of the 19th Provincial Party Executive Committee.

The delegates unanimously approved the Congress Resolution, highly agreed with the Action Program to implement the Resolution, identified breakthrough goals, targets, orientations and tasks, demonstrating the great determination of the entire Party Committee, government and people of Nghe An in the new term.

The Political Report at the Congress affirmed the important and relatively comprehensive results that the province has achieved in the 2020-2025 term, while frankly pointing out the limitations, causes and drawing lessons in leadership, direction and implementation.

On that basis, the Congress clearly identified viewpoints, goals, tasks and major solutions for the 2025-2030 period, with the spirit of innovative development thinking, towards a modern growth model, based on science , technology, innovation and digital transformation as the main driving force; institutional and governance innovation as a lever; Nghe An culture and people as the foundation.

The congress also emphasized the orientation of shifting from extensive to intensive development, focusing on developing green economy, digital economy, marine economy, circular economy, high-tech industry and high-quality services. In particular, focusing on creating breakthroughs for rapid development in the Eastern region and sustainable development in the Western region of Nghe An province.

By 2030, Nghe An strives to become a well-off province of the country, a growth pole with national influence; a center of the North Central region in high-tech industry and agriculture, healthcare, education-training, science-technology, trade, logistics and tourism.

The province aims to build a synchronous, modern infrastructure system that effectively adapts to climate change; improve people's material and spiritual life and health; preserve and promote the value of forest, sea, island ecosystems, culture, history and traditions, especially Nghe An culture.

National defense, security, border and island sovereignty continue to be maintained. By 2045, Nghe An strives to become a high-income, comprehensively developed, civilized and modern province.

The Congress identified 39 main targets and groups of targets for the 2025-2030 term, including 5 groups of targets on Party building and the political system; 10 groups of targets on economics, science and technology; 17 targets on culture and society; 5 targets on the environment; and 2 targets on national defense and security.

Also in the 2025-2030 term, the Congress set a target of an average GRDP growth rate of 12%/year; average income per capita of 163-190 million VND/year; total social investment capital in the 2026-2030 period is estimated at 1,150 trillion VND.

The province strives to increase state budget revenue by an average of 12% or more, reduce poor households by 0.5-1.5% per year, have health insurance coverage reach over 95% of the population, and ensure safety standards for security and order in over 80% of communes and wards.

In his closing speech at the Congress, Nghe An Provincial Party Secretary Nguyen Duc Trung emphasized: In the coming term, the political system will continue to have revolutionary changes towards streamlining, effectiveness and efficiency. The two-level local government has been operating stably, promoting new roles and responsibilities.

However, in the face of development requirements in the new period, the province faces many challenges, especially in terms of capacity, responsibility, initiative and creativity of cadres, civil servants and public employees at all levels; requirements for innovation in operating mechanisms, improving the effectiveness of policy implementation; and higher requirements for exemplary, pioneering and flexible role of cadres and party members.

Comrade Nguyen Duc Trung requested that Party committees at all levels, authorities, the Fatherland Front and socio-political organizations in the province urgently organize the dissemination and study of the Congress Resolution in a serious and systematic manner to all cadres, party members and people of all walks of life, creating high unity in awareness, consensus in will and determination to act.

The Provincial Party Secretary emphasized the need to promptly develop and promulgate programs, projects, and plans to implement the Resolution, in which it is necessary to clearly assign people, tasks, time, responsibilities, resources, and outputs, creating a vibrant competitive atmosphere right from the beginning of the term.

In particular, each delegate attending needs to promote the role of a core propagandist, spreading the spirit, will and determination of the Congress to agencies, work units and the masses; be active and exemplary in implementing the contents that have been resolved, contributing to bringing the Congress Resolution into life soon, becoming a practical driving force to promote the rapid and sustainable development of the province.

Immediately after the Congress, the Provincial Party Secretary also requested all levels, sectors, localities and units in the province to focus on directing the overcoming of severe consequences caused by storm No. 10, ensuring that no one goes hungry or homeless; to soon stabilize life, study, work, restore production, business and develop socio-economy.

Regarding personnel work, the Congress elected the 20th term Nghe An Provincial Party Executive Committee consisting of 68 comrades; elected 30 official delegates and 3 alternate delegates to attend the 14th National Congress of the Party.

At the first meeting of the 20th Provincial Party Executive Committee, the Executive Committee members elected the Provincial Party Standing Committee consisting of 17 comrades; elected comrade Nguyen Duc Trung, Secretary of the Provincial Party Committee for the 2020-2025 term, to hold the position of Secretary of the Provincial Party Committee for the 2025-2030 term, elected Deputy Secretaries of the Provincial Party Committee and the Provincial Party Committee's Inspection Committee.

The election results achieved a high percentage of concentrated votes, demonstrating the solidarity, unity and trust of the entire Party Committee in the team of key leaders in the new term./.
