
The Circular was issued to meet the requirements of discovering and nurturing students with talent and passion for specialized fields, and at the same time concretizing the orientation of developing key education in the spirit of Resolution 71-NQ/TW on breakthroughs in education and training development, Resolution 29-NQ/TW on fundamental and comprehensive innovation in education and training, the 2019 Education Law and the 2018 General Education Program. The Circular takes effect from October 15, 2025.
Currently, there is no separate legal document specifically regulating the content of the advanced training program for specialized subjects to ensure consistency in teaching organization between localities and educational institutions. In the context of the country promoting innovation, digital transformation and deep international integration, the development of high-quality human resources, especially talented and specialized human resources, is becoming increasingly urgent. Specialized high schools are places to train students with outstanding abilities, capable of participating in domestic and international intellectual playgrounds. Therefore, the promulgation of advanced education programs is the foundation to ensure quality, consistency and long-term strategic orientation for key education.
According to Circular No. 22/2025/TT-BGDDT, the advanced education program of 15 subjects taught at specialized high schools is built according to the principle of improving from the subject program prescribed in Circular No. 32/2018/TT-BGDDT, excluding expanded content beyond the subject knowledge content unit, international access, continuous innovation according to the world 's access trend. The subject content contains topics that approach national and international content of interest, meeting the requirements of key training, talent selection, and national and international excellent student competitions.
The time for advanced education content of specialized subjects is stipulated in the Circular as follows: Literature and Mathematics 70 periods/school year; History, Geography, Physics, Chemistry, Biology and Informatics 52 periods/school year; foreign languages English, German, Russian, French, Chinese, Korean and Japanese 70 periods/school year. The advanced education program of specialized subjects has compulsory content and compulsory elective content accounting for about 20% of the duration of the advanced education program.
The program enhances practical and experimental content for natural science subjects in each topic, promotes the exploitation of information technology and orients students to specialize in exploiting and using artificial intelligence (AI); enhances requirements for self-study guidance, creative problem-solving ability and focuses on skills aimed at developing students' thinking abilities according to subject specifics.
Knowledge in the core program, study topics and advanced education topics are connected, inherited, innovated and synchronized; creating novelty and attraction for both teachers and learners when conquering increasingly higher levels of knowledge.
The advanced program is academically and specialized oriented, thus requiring the teaching staff to improve their professional capacity, have broad and deep knowledge of the subject; master active and integrated teaching methods, scientific research, and develop students' capacity; at the same time, promote the ability of the team to guide students to carry out learning projects, research, participate in excellent student competitions and international competitions.
For students, the issuance of the Circular regulating the program will create conditions for them to develop their ability to think logically, creatively, critically, develop their self-study, research, and academic presentation skills; ensure their ability to participate in competitions for excellent students at all levels, international competitions, and scientific and technical research for high school students. The program helps students determine their career path early and clearly through extensive knowledge of the industry and field related to the subject; and study specialized career orientation.
The Circular also creates a foundation for early training of potential human resources in key areas: Science - technology, innovation, social research, economics - finance, diplomacy, elite education. Standardizing advanced education programs also contributes to directing students to careers that match their abilities and development trends, increasing the competitiveness of Vietnam's human resources.
