Notably, the province has stepped up efforts to remove obstacles and create favorable conditions for people and businesses to develop production and business. People and businesses have clearly felt the change in the service spirit of civil servants, and the procedure for handling procedures has become increasingly transparent and convenient.
Improve service quality
According to the Provincial People's Committee, in the first 6 months of the year, the administrative reform index (PAR) continued to increase. The index result in 2024 of Phu Yen is 88.2%, ranked 36/63 provinces and cities, up 12.21 points and up 27 places in 2023-2024. The index of serving people and businesses in performing administrative procedures (AP) and providing public services as of May 2025, ranked 6/63, reaching 84.94 points, up 20 places compared to the end of 2024.
Notably, the rate of timely settlement of administrative procedure records from the beginning of 2025 to present has been maintained at over 98%. 100% of feedback and recommendations from organizations and individuals on administrative procedures have been received and resolved ahead of schedule and on time. Many indicators of the province recorded on the National Public Service Portal system as of May are much higher than the national average, such as: the rate of online records reached 93.51% (national average 58.4%); the rate of digitized administrative procedure records, settlement results reached 99.13% (national average 71.66%); the rate of online payment records 76.73% (national average 62.7%); the rate of records with electronic results 99.23% (national average 74.28%); The rate of exploitation and reuse of digital information and data is 88.05% (national average is 39.33%).
In particular, the organization of the state administrative apparatus has clearly defined and adjusted functions, tasks, and powers, overcoming overlapping situations, and clearly defining the internal structure between management agencies and public service units. The Provincial People's Committee has also completed and submitted the Project on the arrangement of commune-level administrative units of Phu Yen province in 2025, coordinating with the Dak Lak Provincial People's Committee to develop and submit to the Government the dossier on the Project on the arrangement and merger of Dak Lak and Phu Yen provinces, ensuring the correct order, procedures, and deadlines according to regulations.
During the period of reorganizing the apparatus of the political system, the province continues to self-assess and score the quality of operations of agencies, units, and specialized departments under agencies and units on the Provincial Operational Quality Management System; review functions and tasks after the reorganization of agencies and units; enhance the responsibility of cadres, civil servants, and public employees, avoid missing tasks, avoid interruptions, and neglect in performing assigned management tasks of sectors, fields, and political tasks.
According to Director of the Department of Home Affairs Truong Ngoc Tuan, in order to achieve many positive results as above, especially in administrative procedure reform and administrative modernization, since the beginning of the year, the Provincial People's Committee has issued many documents directing and implementing the work of controlling administrative procedures. Thereby improving the effectiveness and efficiency of administrative procedure control tasks to departments, branches and localities in the province. Along with that, in the past 6 months, the Department of Home Affairs has organized surprise inspections of the implementation of discipline and administrative discipline according to Directive 39 of the Provincial Party Standing Committee at 6 agencies, units and localities with a total of 112 cadres, civil servants and public employees. Through the inspection, basically the agencies and units strictly followed discipline and administrative discipline, well implemented the internal rules and regulations of the agencies and units. The Department of Home Affairs has also closely coordinated with departments, branches and localities to review and cut many cumbersome procedures, creating maximum convenience for people and businesses.
Mr. Nguyen Van Hong in Hoa Tan Tay commune (Tay Hoa district) acknowledged: “I see that administrative reform work in the province has made many positive changes in recent times, serving people better and better. For example, the application of electronic one-stop software to connect all types of documents has helped reduce pressure on the receiving and returning department, while improving transparency and saving costs for people.”

No interruption in the process of arranging the apparatus
In addition to the achieved results, administrative reform work in the province still has shortcomings and limitations that need to be overcome to better serve the people and businesses. Director of the Department of Home Affairs Truong Ngoc Tuan said: In order to promote the achieved results, thoroughly overcome the shortcomings and limitations in administrative reform work, improve the satisfaction of people and businesses; continue to resolve administrative procedures, provide public services to people and businesses without interruption during the process of restructuring the apparatus, the Department of Home Affairs has requested the Provincial People's Committee and the Chairman of the Provincial People's Committee to direct the heads of agencies, units and localities to continue to urgently and speed up the completion of 100% of assigned tasks and targets on schedule and as required.
Specifically, strictly implement Directive 39; promote the review, reduction or recommendation to competent authorities to immediately simplify administrative procedures related to production, business and internal administrative procedures, ensuring publicity, transparency, process optimization, regardless of administrative boundaries. At the same time, review and thoroughly handle outstanding tasks, especially inter-sectoral, complex and lengthy tasks, ensuring completion before June 30. With the Department of Home Affairs, the unit will focus on advising on the full and timely implementation of the contents on the arrangement and reorganization of administrative units at all levels and the construction of a 2-level local government organization model according to assigned authority; promptly advise on resolving difficulties, problems and arising issues during the implementation process...
According to Vice Chairman of the Provincial People's Committee Dao My, the Provincial People's Committee will direct agencies and units to continue to uphold the sense of responsibility of leaders, strengthen discipline and administrative discipline, create strong and substantial changes in working style and manners, and complete 100% of assigned tasks with quality. In particular, prioritize the settlement of administrative procedures for people and businesses; promptly, fully and accurately announce and publicize information on administrative procedures on the national database on administrative procedures according to regulations; regularly review and systematize legal documents of the province; effectively carry out the reform of the administrative apparatus and organization of local governments at 2 levels. At the same time, strongly direct the promotion of science and technology development, innovation and digital transformation.
Continue to organize conferences and forums for direct dialogue with businesses and investors, remove difficulties, support business development; promote disbursement of public investment capital. Effectively implement policies to attract diverse investment sectors, increase access to investment support for businesses, especially strategic investors. Regarding budget collection, assess and analyze specific revenue sources, identify potential revenue sources, areas and types of taxes with revenue losses to promptly propose effective management solutions, strive to complete the collection task in 2025.
