During the 2020-2025 term, the Party Cell has closely coordinated with the Department's leaders to direct the synchronous and effective implementation of political tasks, especially new contents according to Decision No. 154/QD-BKHCN dated March 3, 2025. The Department has proactively researched and proposed policies on creative startups, technology incubation and science and technology (S&T) enterprises; guided and implemented preferential policies and resource support for the startup community.
In addition, the Party Cell has directed the implementation of many programs such as organizing national Techfest, seminars, creative startup festivals, connecting venture capital funds, experts and startup projects at home and abroad. In particular, the Department has built a comprehensive database on the national startup ecosystem, evaluated input and output indicators to report to the leaders of the Ministry and the Government. In the field of supporting science and technology enterprises, the Department has increased the total number of enterprises granted certificates from 468 (in 2019) to 920 (in 2024). At the same time, it has presided over the development and promulgation of specialized Circulars of the Ministry of Science and Technology , proposed policies in the Investment Law, Tax Law and related Decrees, creating a favorable legal corridor for technology incubators and science and technology enterprises to develop.
Speaking at the Congress, Deputy Minister of Science and Technology Hoang Minh acknowledged and commended the efforts and positive changes of the Party Cell of the Department of Startups and Technology Enterprises in the past term.
The Deputy Minister emphasized: Despite the large workload and complex professional nature, the Department has demonstrated outstanding capacity in changing its approach, innovating its implementation methods, and clearly recognizing its role in policy creation. The results achieved are evidence of the Party Cell's strong innovative thinking and drastic actions in recent times.

The Deputy Minister also highly appreciated the Department's proactive proposal and development of many important policies, contributing to creating a favorable legal corridor for the development of the innovation ecosystem. Many typical policies are expected to create breakthrough momentum such as: Decree guiding Clause 4, Article 23 of the Capital Law; Decree on Science and Technology Enterprises; Decree of the Government regulating the establishment, organization, management and operation of the National Venture Investment Fund, local venture investment funds using the state budget. The Department is coordinating with the State Securities Commission to develop relevant regulations on specialized securities markets for innovative startups to help innovative startups access transparent and professional capital markets, etc.
At the Congress, Mr. Pham Hong Quat - Director of the Department of Startups and Technology Enterprises affirmed that the spirit of solidarity, pioneering and exemplary role of each Party member is the foundation for creating great strides in professional work and Party building. The Party Cell not only excellently completed the assigned tasks but also contributed to spreading the spirit of startup and innovation throughout the industry.

Delegates attending the Congress were highly unanimous on the direction for the 2025-2030 term, demonstrating their determination to build a truly strong Party Cell in terms of politics, ideology and organization. The Party Cell identified the focus as improving the quality of the staff who are both professionally competent, have political courage, innovative thinking and pioneering spirit in performing their tasks.
Promoting the role of the core leader, the Party Cell commits to continue to effectively lead activities to promote the innovative startup ecosystem, develop technology incubation models and support sustainable development of science and technology enterprises. Thereby, contributing to realizing the goal of Vietnam becoming a modern industrialized country with an upper middle income by 2030 according to the orientation of the Resolution of the Party and State.

The Party Cell also aims to create a clear mark of effectiveness in policy implementation, resource connection, and spreading the spirit of innovation; making science and technology, innovation, and digital transformation the main driving force of economic growth in the coming period. Determined to excellently fulfill its leadership tasks, it is recognized by the Party Committee of the Ministry as a clean and strong Party organization in all aspects; 100% of Party members have strong political will, good moral qualities, and successfully complete all assigned tasks.
With the spirit of comprehensive innovation, the Party Cell will continue to actively contribute to the innovation of growth models, comprehensive human development, and the formation of a creative society; at the same time, proactively participate in and lead national science and technology programs, contributing to building a dynamic, modern, and deeply integrated innovation ecosystem.
