Promoting the core role of information and statistics in the national innovation and digital transformation ecosystem

Speaking at the Party Congress of the Department of Information and Statistics for the 2025-2030 term, Deputy Minister of Science and Technology (MOST) Le Xuan Dinh praised the outstanding results that the Department's Party Committee has achieved in the past term, especially in modernizing databases, advising on policies and promoting S&T statistics. The Deputy Minister emphasized that, entering the new term, the Department needs to continue to innovate strongly, clearly affirming its leading role in information and statistics in the national innovation and digital transformation (DCT) ecosystem.

Connecting data, creating breakthroughs

During the past term, the Department has focused resources on effectively implementing activities such as: Completing the S&T database system with over 64,000 records of information on S&T tasks at all levels, 400,000 records of full text of domestic S&T publications, and nearly 900 records of information on research and development organizations nationwide.

Coordinate the development and submission to competent authorities of many important legal documents such as: Draft Decree guiding the Law on Science, Technology and Innovation with many new contents and tasks assigned by the Ministry to the Department such as: Scientific assessment, registration of activities of science and technology organizations, management of domestic science and technology publications...; Decision of the Prime Minister promulgating a set of criteria for assessing the effectiveness of science and technology, innovation and digital transformation for socio-economic development; a number of circulars of the Minister of Science and Technology regulating the registration of activities of science and technology organizations, management of domestic science and technology publications, classification table of science and technology statistics, amendments and supplements to circulars on science and technology and innovation statistics, economic and technical norms for publishing scientific journals using the state budget... expected to be issued in 2025.

Compiling and publishing many specialized publications such as Vietnamese Science and Technology Books, World Science and Technology Books, Specialized summaries, Science and Technology and Innovation newsletters, contributing to providing strategic information for planning and management.

Speaking at the Congress, comrade Tran Dac Hien, Director of the Department of Information and Statistics, affirmed: This Congress is of great significance, not only summarizing and comprehensively evaluating the results of the implementation of the Resolution for the 2020-2025 term, but also planning breakthrough directions and tasks for the 2025-2030 period, contributing to the effective implementation of Resolution 57-NQ/TW of the Politburo on the development of national science and technology, innovation and digital transformation.

The Congress focused on four core contents: Summarizing the term, clarifying achievements, shortcomings, causes and drawing lessons; Discussing and contributing opinions to documents submitted to the Party Congress of the Ministry of Science and Technology and the 14th National Party Congress; Electing the Party Executive Committee of the Department for the new term, including exemplary cadres who dare to think, dare to do, dare to take responsibility; Electing the Delegation to attend the Party Congress of the Ministry of Science and Technology, ensuring the structure, representing the intelligence, will and aspirations of all Party members, civil servants, public employees and workers in the Department.

Maintain core role - Breakthrough new mission

Speaking at the Congress, Deputy Minister Le Xuan Dinh acknowledged and highly appreciated the efforts and contributions of the Party Committee of the Department during the past term. The Department has affirmed its position as a core unit in the field of information and statistics on science and technology and innovation with many outstanding results: Consulting on the construction, amendment and completion of the legal corridor on information and statistics on science and technology; Step by step modernizing the national information system and database on science and technology; Deploying systematic and timely statistics on science and technology and innovation to serve management and policy making; Chairing and effectively operating the Vietnam Library Consortium on science and technology information sources, contributing to spreading science and technology knowledge to serve the country's development; Implementing digital transformation in providing public administrative services on the National Public Service Portal, improving transparency and service efficiency.

In the coming term, the Department will continue to be assigned by the Ministry many strategic tasks such as: scientific assessment, management of scientific and technological publications, registration of scientific and technological organizations, etc. These are great opportunities but also require strong innovation in terms of organization, technology and human resources. Deputy Minister Le Xuan Dinh suggested that the Party Committee of the Department of Information and Statistics focus on 5 key orientations:

Firstly, clearly affirm the leading role in information and statistics in the national innovation and digital transformation ecosystem; proactively propose information models, open databases, and integrate artificial intelligence in exploitation, analysis and forecasting.

Second, continue to research and advise on perfecting the legal system, policy mechanisms on information and statistics on science and technology, in conjunction with the orientation of developing the digital economy, digital society and digital government and the current strong institutional innovation.

Third, promote internal digital transformation, improve organizational capacity and data management; towards a streamlined, professional, and modern organizational model.

Fourth, strengthen Party building work, especially innovating leadership methods, maintaining solidarity and unity; doing well in personnel work, developing Party members, and improving the quality of Party cell activities.

Fifth, focus on developing high-quality human resources with technological capacity, data analysis thinking and policy understanding.
