As the place that directly works with citizens, the local government (communes, wards, towns) in the province is constantly innovating and improving the effectiveness of its operations. The building of a government that is close to and for the people is clearly demonstrated in the implementation of administrative procedure reforms and the development of a team of capable, qualified, and people-oriented officials and civil servants.

Building on achievements and improving the effectiveness of administrative reform.
The administrative procedure processing and results delivery departments (one-stop service centers) in communes, wards, and towns throughout the province are all conveniently located. Information technology equipment and infrastructure have been invested in to ensure information security, confidentiality, and stable, seamless connectivity. In the first six months of the year, commune-level authorities processed over 52,000 applications (excluding those from vertical agencies), of which nearly 43,000 were submitted online; the rate of timely and prompt processing reached 99.81%, contributing to an average satisfaction level of over 96.2% among citizens and businesses in the province.
Along with reviewing administrative procedures and proposing amendments, additions, and replacements to competent authorities, local governments have researched and applied new models and initiatives in administrative reform. Currently, Ca Mau province has four communes implementing a model combining a one-stop service center with a community post office , including: Thanh Phu, Phu Hung, Tan Hung Dong, and Hoa My (Cai Nuoc district).
Residents of Thanh Phu commune expressed satisfaction with the service attitude of the civil servants at the One-Stop Service Center.
In Thanh Phu commune, the One-Stop Service Center is located in the same office as the commune's cultural post office. According to Mr. Tran Bao Quoc, Vice Chairman of the Commune People's Committee, this is a pilot model implemented by the locality since 2020, aiming to effectively implement the one-stop and integrated one-stop mechanisms in resolving administrative procedures, bringing convenience to the people.
Accordingly, citizens only need to go to the One-Stop Service Center of the commune to submit applications and receive the results of administrative procedures through public postal services in the following areas: issuing and renewing driver's licenses, issuing criminal record certificates, social insurance documents, delivering results related to land matters, delivering citizen identification cards, passports, etc. The post office will deliver the applications and results to the requested address, ensuring compliance with legal regulations on the process of carrying out administrative procedures.
The effectiveness of administrative reform at the grassroots level is clearly evident through the satisfaction of citizens when they come to contact and conduct transactions. Mr. Huynh Quoc Han, a resident of Phan Thanh hamlet, Thanh Phu commune, said: “Every time I come here, I am always given attentive and thoughtful guidance, so my work is always resolved quickly. I see that the commune's handling of administrative procedures has many innovations, the process is streamlined, and issues related to administrative procedures are publicly posted. The commune's officials and civil servants always maintain a friendly attitude. I am very satisfied.”
With the goal of using citizen satisfaction as a measure of administrative reform, localities focus on assigning specific tasks to the right people, as well as equipping themselves with the necessary machinery to ensure timely resolution of administrative procedures for citizens, thereby continuously improving the efficiency of administrative procedure resolution.
In Tan Hung Dong commune, the One-Stop Service Center handles nearly 100 applications and procedures a day. The heavy workload requires officials and civil servants to continuously improve their work capacity and professional ethics to meet the demands of building an e-government.

Mr. Tang Thanh Dat, a civil servant at the Commune Office of Statistics, shared: “Currently, officials and civil servants must be proficient in information technology, possess knowledge of cybersecurity, and understand documents on e-government and the one-stop electronic service to process applications quickly; at the same time, they must do a good job of disseminating information so that people understand the benefits of online public services and agree to implement them.”
Over the past six months, Tan Hung Dong commune has achieved a 100% on-time processing rate for applications, a 100% digitization rate for application results, a 95% online payment rate, and initial success in receiving administrative procedures at home. These results were achieved thanks to the commune's comprehensive implementation of various solutions.

Mr. Le Thanh Toan, Vice Chairman of the People's Committee of Tan Hung Dong commune, said: “Since 2022, the commune has organized weekly evaluations of officials and civil servants, ranking them in the emulation categories (A, B, C, D) corresponding to levels from excellent performance downwards. Every Friday, officials and civil servants update their completed tasks, which serves as the basis for evaluation; for one-stop service civil servants, the leader in charge of the field reviews and evaluates them. With this approach, the locality can promptly rectify and supervise work. In addition, there is also the important contribution of community digital technology groups. All 12 hamlets of the commune have community digital technology groups, each with 5-7 members, supporting people in conducting electronic transactions and submitting online applications.”
The achievements in administrative reform at the grassroots level in the past period have had a positive impact, creating important changes and positively altering the awareness and working style of cadres and civil servants, contributing to promoting the socio-economic development of each locality.
