Improving the quality of primary healthcare.

The current primary healthcare system comprises regional health centers and commune/ward-level health stations. These are the first lines of defense in ensuring the health care of the people.

In the current context, improving the quality of primary healthcare is becoming a priority to ensure that people across the city have timely, convenient, and safe access to healthcare services.

Currently, the Da Nang Department of Health has developed a plan to reorganize the regional health centers under its management. Previously, the health system was managed vertically, then transferred to the district level, and now the health centers are under the management of the Department. A representative from the Department of Health stated that this aims to improve the efficiency of health management.

According to a decision by the City People's Committee, health stations and health centers at the district and county levels will be reorganized to form a model of regional health centers. This is a step aimed at overcoming the dispersion of resources and the shortage of specialist doctors, while simultaneously improving the quality of primary healthcare for the people.

The city currently has 25 regional health centers with two main functions: medical examination and treatment, and preventive health care. The health stations will be given the opportunity to be managed professionally by the health centers, to mobilize personnel in emergency situations, and to better serve primary healthcare and preventive health care.

Mr. Mai Van Muoi, Deputy Director of the Department of Health, stated that the current tasks of regional health centers, in addition to providing professional and technical services in preventive medicine and medical examination and treatment, also include performing other medical services as prescribed by law. Most health centers have mastered many new technical services in healthcare, handling complex wounds, etc., for the people in their areas.

Tay Giang Regional Health Center

The Tay Giang Regional Health Center is recognized as one of the grassroots health units striving to improve the quality of healthcare for the people. Despite being located in a region facing numerous challenges, healthcare services have seen many positive changes.

Mr. Zoram Bao, Director of the Tay Giang Regional Medical Center, said that in recent years, medical examination and treatment activities have been continuously improved, especially with the investment in modern medical equipment. This is the result of the attention from all levels, particularly since being connected as a satellite hospital of Da Nang Hospital, many complex techniques have been implemented, providing convenient treatment opportunities and saving costs for the people.

Currently, commune health stations in the former Tay Giang district have oxygen ventilators, gastric lavage machines, nebulizers, and other equipment for initial emergency care. Meanwhile, at the Tay Giang Regional Health Center, modern medical equipment such as digital X-ray machines, esophagogastroduodenoscopy machines, electrolyte analyzers, and automated complete blood count analyzers have been invested in.

Duy Xuyen Regional Health Center

In the delta region, the Duy Xuyen Regional Health Center has become a shining example of primary healthcare. Mr. Tran Do Nhan, Director of the Duy Xuyen Regional Health Center, stated that the center currently has 345 beds, 4 functional rooms, and 9 specialized departments. Currently, the center provides professional support to commune health stations. The Duy Xuyen Regional Health Center has two main functions: treatment and prevention, undertaking healthcare for the people in the northern Thu Bon River basin.

In 2025, Da Nang's healthcare sector officially entered the restructuring phase of its primary healthcare system. Previously, each locality operated its own separate, fragmented healthcare center. Now, consolidating them into regional centers allows for the concentration of human resources, equipment, and, most importantly, unified management. This change is expected to improve primary healthcare for the population while reducing the burden on higher-level healthcare facilities.
