The working group of the Legal Affairs Committee of the Provincial People's Council surveyed the administrative reform work on civil registration at the One-Stop Service Center of Khanh An commune on the morning of November 1st.
Mr. Nguyen Trong Tai, Head of the Justice Department of U Minh District, said that since the Law on Civil Registration was implemented (in 2014), civil registration officials have been aware of their responsibilities in the registration and management of civil records, constantly improving their skills, expertise, and professional competence. They provide clear guidance and explanations to the people and strictly adhere to the law and guiding documents for its implementation. The Law on Civil Registration is a major breakthrough in administrative reform in particular and socio -economic development in general during the period of international integration. The process of handling administrative procedures related to civil registration shows that the procedures are streamlined, reasonable, and have few overlaps or conflicts, creating favorable conditions for people to handle their affairs. Therefore, civil registration work in recent years has been resolved quickly and promptly in accordance with the law. The use of electronic civil registration management software makes the management and monitoring of civil records easier.

“The synchronized application of information technology in civil registration and management is considered a new step forward in civil registration work and the construction of an electronic civil registration database, contributing to improved efficiency in management and ensuring uniformity,” Mr. Tai assessed. He also stated that since the introduction of this software, civil registration officials have been able to update registered civil registration information promptly, fully, and accurately. Furthermore, they regularly review, check, and process information to ensure accuracy and consistency between the information in the software and the information in the civil registration books. The shared electronic civil registration and management software is built with a centralized data management system, allowing users to access and use it conveniently via the Internet.

However, according to Mr. Tai, the electronic civil registration management software still suffers from unstable internet connections or network upgrades, sometimes resulting in slow updates of personal identification information. This causes delays in processing civil registration requests, affecting the delivery of results to citizens. Furthermore, the level of public awareness is uneven, with some people working far from home lacking the awareness of the importance of timely civil registration. Despite awareness campaigns, they still do not comply well with legal regulations. There are still cases where people only register their children's births at the commune or town People's Committee when they need hospital treatment or schooling, leading to a continued rate of overdue birth registrations. The rate of timely death registrations has improved in cases involving beneficiaries of benefits, land inheritance procedures, etc., where family members only come to the commune or town People's Committee to complete the death registration procedures as required by law.
"People remain the most important factor," said Mr. Nguyen Thanh Liem, Vice Chairman of the District People's Committee. He added that in the coming time, the locality will continue to develop a plan to train officials and civil servants working in civil registration to have sufficient professional capacity and good moral character. In addition, professional training in civil registration needs to be carried out regularly so that officials and civil servants can meet the requirements of their professional work and address emerging social issues.
