People are concerned about the province merger.
These days, Mr. Dinh Truong Son, residing in Group 9, Pom Han Ward, Lao Cai City, along with other Party members in his branch, spends a lot of time following the merger policy. Merging many provinces and communes and abolishing the district level will increase development potential and opportunities, reduce administrative burdens, and allocate resources for national development in this era of progress. Mr. Son shared: “The merger, streamlining the apparatus, and stabilizing the organization are absolutely correct. Abolishing the intermediate level is very reasonable. The people like that. It will improve the environment and people's lives. Economic security is very important, and the Party and State will analyze this issue.”
When two or three adjacent provincial-level localities are merged, one locality will be selected to house the administrative center. What the people desire is for the chosen provincial capital to offer the best possible conditions for work and living.
Mr. Dinh Xuan Thang, Secretary of the Party Cell of Group 9, Pom Han Ward, Lao Cai City, said: "People need convenient central locations for living, commuting, and transactions, as well as public administrative offices, entertainment venues, parks, and complete infrastructure facilities."
It is necessary to ensure adequate facilities and living conditions for officials, workers, and employees during the merger.
When provinces are merged, a portion of civil servants and public employees will be forced to change their workplaces and residences. Ensuring adequate facilities and living conditions so that officials can work with peace of mind needs special attention.
Mr. Le Van Hien, Head of the Training and Scientific Research Management Department of the Lao Cai Provincial Political School, expressed: “We very much hope that our locality will be chosen as the administrative center of the new province. This will be a place with good conditions, basically meeting the immediate needs for headquarters as well as conditions to serve the working and living needs of officials, civil servants and their families, avoiding wasting state investment resources.”
Lao Cai has prepared all the necessary conditions for the newly merged province to operate effectively.
Mr. Duong Duc Huy, Standing Committee Member and Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department, emphasized: "The draft Resolution of the National Assembly Standing Committee on the reorganization of administrative units, prepared by the Ministry of Interior, already includes a policy for local authorities to arrange official housing and issue policies to support commuting and working conditions for officials at the new administrative center. In addition, local authorities where the new administrative unit's headquarters are planned after reorganization are responsible for balancing and allocating budget resources to repair, renovate, and upgrade existing offices that will continue to be used."
With the spirit of "running and queuing at the same time , " the initial steps of merging provinces and communes, and abolishing the district level, will present difficulties that need to be overcome. Besides the great determination and efforts of the Party and the State, unity and solidarity are also essential to overcome difficulties , even accepting the sacrifice of personal interests, so that the revolution in administrative unit reorganization and streamlining of the organizational structure can succeed and become a great driving force for the country to enter an era of strong and prosperous development.
