The provinces and cities of Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Bac Ninh, Lang Son, Cao Bang, Lao Cai, Lai Chau, Dien Bien, Thai Nguyen, Tuyen Quang, Phu Tho, and Hanoi need to closely monitor the storm's developments.
Accordingly, coastal areas will have strong winds of level 6-7, near the storm center level 8-10, gusting to level 11-12; in the inland areas of the Northeast, strong winds of level 6, gusting to level 7-8. Some coastal areas of Quang Ninh and Hai Phong may experience strong winds of level 9-10, gusting to level 12-13.
Faced with the complicated developments of the storm, on October 5, the Head of the National Civil Defense Steering Committee sent a telegram to the People's Committees of the provinces and cities in the Northern region and related ministries and branches, requesting them to focus on seriously implementing response measures, emphasizing:
Strictly implement the Prime Minister 's direction in Official Dispatch No. 186/CD-TTg dated October 4, 2025 on proactively responding to storm No. 11.
The Chairmen of the People's Committees of the provinces and cities of Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Bac Ninh, Lang Son, Cao Bang, Lao Cai, Lai Chau, Dien Bien, Thai Nguyen, Tuyen Quang, Phu Tho, and Hanoi need to direct close monitoring of the storm's developments; provide timely information so that people can proactively take precautions, and not subjectively think that the storm will weaken when it makes landfall.
Organize to ensure safety of people and property: Evacuate people in dangerous areas, weak houses, coastal areas, low-lying areas, areas at risk of landslides and flash floods; Guide ships operating at sea, especially in the Gulf of Tonkin, to leave dangerous areas; strictly manage anchorages, do not leave people on board during storms. Proactively let students take time off from school and workers take temporary breaks in areas at high risk of strong winds, heavy rains, and flooding.
Urgently implement damage prevention work: Trim trees, brace houses, ensure safety of headquarters, public works, industrial parks, electricity and telecommunications systems; Prepare plans for flood control, protect agricultural production, clear water flows, and ensure operation of urban drainage systems.
Central and local media agencies have increased information and continuously disseminated information on storm and flood developments so that people can respond promptly.
Ministries and branches, according to their functions and tasks, proactively coordinate with localities to deploy storm and flood prevention and control work; seriously and regularly report to the National Civil Defense Steering Committee (through the Department of Dyke Management and Natural Disaster Prevention and Control - Ministry of Agriculture and Environment).
The dispatch was signed by Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep on behalf of the Head of the National Civil Defense Steering Committee and sent to ministries, branches, localities in the Northern region and news agencies and press for urgent implementation.
