Key new points of the Identity Card Law include the conversion of citizen identity cards to citizen identity cards; expanding the scope of those eligible to apply for and receive identity cards to citizens aged 0 to under 6, 6 to under 14, and 14 years and older; and issuing identity certificates to people of Vietnamese origin whose nationality has not been determined, effective from July 1, 2024.
From July 1st, the Ministry of Public Security will begin issuing identity cards in accordance with the law and its implementing regulations. The Law on Identity Cards stipulates that identity cards issued before the effective date of the Law on Identity Cards remain valid until the expiration date printed on the card. Citizens may exchange their old cards for new identity cards upon request (Clause 1, Article 46).
Therefore, the new identity card is valid as a citizen identity card. Citizens who are currently using a citizen identity card that is still valid can continue to use it until it expires before having to换 to the new identity card, unless they wish to换 from a citizen identity card to a new identity card.
