The renewal of the Citizen Identity Card is not a mandatory requirement for all citizens.
Article 24 of the Law on Identity Cards stipulates the cases for issuing or replacing identity cards, including:
- Cases stipulated in Clause 1, Article 21 of this Law (Vietnamese citizens who have been issued an identity card must carry out the procedure for renewing their identity card when they reach the ages of 14, 25, 40, and 60).
- Changes and corrections to information regarding surname, middle name, given name; date of birth;
- Changes in identity; addition of facial and fingerprint information; gender reassignment or gender transition as prescribed by law;
- There are errors in the information printed on the identity card;
- At the request of the cardholder when the information on the card changes due to administrative unit reorganization;
- Re-establish your personal identification number;
- When the person issued the identity card requests it.
In addition, cases for reissuing identity cards include:
- Loss of identity card or loss of identity card rendering it unusable, except in cases stipulated in Article 21 of this Law;
- To regain Vietnamese citizenship in accordance with the provisions of Vietnamese law on citizenship.
According to the Department of Administrative Management of Social Order, Ministry of Public Security , from August 12th, citizens can request the replacement of their Citizen Identity Card through the VNeID application to ensure that the information on the card accurately reflects their new place of origin and address after the administrative units have been reorganized.
Users who have lost or damaged their citizen identification cards can also request a replacement card through the VNeID application.
Follow these steps to register for a replacement or new ID card.
- First, update the VNeID app to the latest version. Usually, smartphone apps update automatically when a new version is available, so users can skip this step.
- From the main interface of the application, select "Administrative Procedures", then find the "Issuance and Management of Identity Cards" section and click on one of the functions you want to perform.

If you want to renew your ID card to change your address or place of origin, select "Renew ID card". If you want to replace a lost or damaged ID card, select "Reissue ID card".
Request to update your National Identity Card to reflect your new address and place of birth.
To request a new National Identity Card, click on the "Reissue/Replace National Identity Card" option from the menu that appears, then enter your VNeID security PIN to continue.
- On the interface that appears, click the "Create new request" button, then select "Myself" if you want to request a new ID card for yourself, or "Applying on behalf of" if you want to request a replacement ID card for someone else.

- Next, VNeID will display your personal information (or the information of the person you need to fill out on your behalf) for verification. If the information is correct, press the "Check Information" button to continue.
In the case of filling out the form on behalf of someone else, the user needs to fill in the information of the person being filled out on their behalf and their relationship to you. After filling in all the required information, click the "Check Information" button to continue.

- Here, select "Reason for replacing the ID card" as "Due to rearrangement/adjustment of administrative units". Alternatively, if you are using an old ID card, you can select the reason "Issuing a new ID card converted from a chip-based ID card" to switch to the new ID card model. The information on the card will also be updated at this time.
Fill in the corresponding information in the blank fields and press the "Continue" button.

- Finally, VNeID will allow users to review the declared information. The application form will be sent to the police department to request a replacement ID card. If the information is accurate, check the box "I declare that the information provided is true," then click the "Submit application" button.

According to current regulations, the processing time for applications will be a maximum of 7 days from the date the user submits a complete and valid application.
Request for reissue of Identity Card
In case your ID card is damaged or lost, you can select "Reissue ID Card" from the displayed interface, then enter the VNeID application's PIN to continue.
Note: You can only request a replacement Citizen Identity Card if you have switched from the old Citizen Identity Card to the new type. If you have never been issued a Citizen Identity Card, you cannot make this request.

- On the displayed interface, click the "Create new request" button, then select "Myself" if you want to request a new ID card for yourself, or "Applying on behalf of" if you want to request a replacement ID card for someone else.
Continue following the information declaration steps as instructed above until all application submission steps are complete.
After completing the application process for a replacement National Identity Card, the application will be processed within no more than 7 working days.
