Speed up the process.
At the Tien Phong - Tien My (Tien Phuoc) section, 6.5/8.55km (76%) of the land has been handed over. The Quang Nam Provincial Project Management Board for Investment and Construction of Transportation Works (the investor) instructed the contractor, Thang Long Corporation - JSC, to conduct a trial asphalt paving last week. Engineer Nguyen Van Thuan, the field technical officer of Thang Long Corporation - JSC, shared that the contractor aims to complete the first layer of asphalt paving, totaling 2.5km in length, connecting Tien Phong and Tien My, this April.
The contractor is continuing to complete the road culverts, drainage ditches, reinforced trenches, and road foundations for the second asphalt paving phase at the end of May 2025. According to Mr. Nguyen Van Thuong, Director of the Quang Nam Provincial Project Management Board for Investment and Construction of Transportation Works, the section through Tien Canh - Tien Hiep is 13.32km long. The investor has only received approximately 250m of land at the summit of Lieu Pass on the Tien Hiep side and approximately 700m on the Tien Canh side. The handed-over land is not continuous and is obstructed by unremoved electrical and fiber optic infrastructure. Therefore, the contractor is mainly excavating the pass foundation and then allocating the excavated soil for the section through Phu Ninh district.
The project, passing through Phu Ninh district, has a length of 1.9km. To date, the district has handed over 1.8km, with the remaining area being the intersection with the DT615 route. The contractor is currently constructing the road embankment, having completed over 33,600m³ (out of a total of 63,000m³ ).
In Thang Binh district, the project spans 2km, including the Truong Giang bridge. At the Truong Giang bridge construction site (Binh Nam commune), the contractor has completed the substructure; for the superstructure, 4 out of 8 spans have been installed and concrete poured, and the girders for span 5 are currently being installed.

In the project passing through Bac Tra My district, the investor has received handover for 5.1/5.7km. Mr. Nguyen Van Thuong said that the contractor has basically completed the transverse culverts and longitudinal ditches, and is currently working on reinforcing ditches and slope reinforcement on the cleared land received. Construction of the crushed stone base is underway for a 3.5km section. If the weather is favorable, the first phase of asphalt concrete paving for the 3.5km section will be completed in April 2025.
Land acquisition issues need to be resolved.
According to the investor, Thang Binh has only handed over 0.7km of land; however, only 0.34km is continuous for the beam casting yard and the Truong Giang river surface, while the remaining 0.36km is discontinuous and lacks access roads for construction. To resettle affected households, the Nghia Hoa residential area needs to be built, but to date, this area has not been constructed. Furthermore, Thang Binh still has 80 plots/56 households for which compensation and support plans have not been submitted to proceed to the next stage.
The entire 600m length of the land in Bac Tra My that has not yet been handed over belongs to the section with the adjusted design before Duong Yen Protestant Church and affects two relocated households: Ms. Tra Thi Tam and Mr. Doan Ngoc Tuan (Tra Duong commune). Notably, both Ms. Tam and Mr. Tuan had agreed on the compensation, support, and resettlement plan before August 1, 2024. Subsequently, the 2024 Land Law came into effect, so they had to wait for the Provincial People's Committee to issue new relevant regulations.
The land clearance process is stalled due to a significant reduction in previously agreed-upon compensation and support values compared to current regulations. Specifically, the coefficient for structures and buildings decreased from 1.4 to 1.05. Consequently, Mr. Tuan's household received a reduction of approximately 240 million VND; and Ms. Tam's household received a reduction of approximately 226 million VND. Furthermore, applying the transitional provisions of Decision No. 31 of the Provincial People's Committee on compensation, support, and resettlement when the State recovers land in the province, Ms. Tam's household only received support for the difference in land use fees corresponding to 100m² ( 1 resettlement plot; not 2 resettlement plots as stipulated in Decision No. 42, dated December 21, 2021, of the Provincial People's Committee).

The total land area for the section through Tien Phuoc has only been handed over for 7.2/21.48km. To date, there are still 76 land plots without legal confirmation (30 plots in Tien Canh and 46 plots in Tien Hiep). In the section through Tien Phong - Tien My, there are 47 households whose compensation, support, and resettlement plans have been approved but have not yet agreed to receive the money; similarly, Tien Canh commune has 102 households. Regarding the construction of resettlement areas, contractors have been selected for the Dong Ba Hien (Tien Phong) and Dong Quan (Tien My) areas, but construction has not yet begun; contractors have also been selected for the Tien Canh, Tien Hiep, and Dong Chua (Tien My) resettlement areas.
The resettlement areas of the project are currently in the investment implementation phase. Therefore, the local authorities do not yet have the basis to develop compensation, support, and resettlement plans for households affected by housing issues who are eligible for resettlement. Furthermore, the process from construction to the acceptance of resettlement plots and the construction of houses by affected households takes considerable time...
