Can Tho applies digital technology to improve the efficiency of two-level local government

Implementing "non-territorial" administrative procedures is not only a simple requirement, it is also the orientation of Can Tho city in building a digital government, focusing on serving people and businesses.

Can Tho City is promoting the application of digital transformation as a method to help the two-level local government operate effectively, transparently and serve the people better.

The application of information technology not only ensures continuous management and operation in the context of changing administrative boundaries but also modernizes and creates an important step towards the goal of resolving "non-territorial" administrative procedures.

When procedures are handled “in one place”

Hoa Luu Commune was merged from 3 communes of Hoa Luu, Hoa Tien and Tan Tien; has a natural area of 59.68 km2, a population of 24,095 people with 4,983 households, of which 49 are poor households.

Aiming at the goal of administrative procedures in the area in a "non-territorial" direction, not depending on the place of residence, workplace or place of issuance of original documents of the people, currently the Hoa Luu Commune Public Administration Service Center has the authority to handle 260 administrative procedures in 12 fields.

According to Mr. Trang Ich Hoa, Deputy Director of the Hoa Luu Commune Public Administration Service Center, from July 1 to the morning of July 14, the Center received 99 files in 5 groups of fields (justice, civil status, land, social security, residence management); 80 files have been resolved, and 19 files are being processed.

Coming to the Hoa Luu Commune Public Administration Service Center to register for a land document extract, Ms. Dao Cam Tu went straight to the automatic numbering machine to operate. The card printing machine has a number and instructions for the procedure counter.

Satisfied when coming to do the procedures, Ms. Tu shared that after the merger, the Center was invested in spaciously, with waiting chairs, an automatic numbering machine, no longer messy, the elderly coming to do the procedures were given detailed instructions...

"Since implementing the two-level local government, people are very excited and hope that procedures will be resolved more quickly and easily," said Ms. Tu.

Coming with her relatives to register for marriage with a foreigner at the Hoa Luu Commune Public Administration Service Center, Ms. Khuu Thi An Truong said that since the implementation of the two-level local government, people do not have to travel far and wide to complete procedures and paperwork.

Previously, people had to go to the commune to sign the certificate of celibacy for those who wanted to get married, then had to go to the People's Committee of Vi Thanh City (now Vi Thanh Ward) to complete other documents. Now, people only need to go to the Center and there will be staff to guide them through the online procedures, resolved right at the locality.

For Ms. Truong, handling procedures at "one place" reduces the hassle of traveling for people.

An integral part of this process is the digitization of documents. When people submit their documents at the one-stop department, all documents will be scanned, stored and transferred to the specialized unit for processing. This not only helps speed up the processing but also makes data management unified.

Similarly, in addition to the staff working at the Vi Tan Ward Public Administration Service Center, the Ward People's Committee has equipped the unit with computers, photocopiers, and printers to perform data entry, data lookup, printing, and copying documents related to administrative procedures serving people and businesses connected to government information systems - Ms. Vo Thi Thuy Bang, Deputy Director of the Vi Tan Ward Public Administration Service Center, emphasized.

Smooth operation

In order for the two-level local government to operate consistently and synchronously, the Department of Science and Technology has deployed and used 17 information systems, platforms and technical infrastructures shared across the city; in which, the administrative procedure handling information system is considered the "lifeline".

Mr. Ngo Anh Tin, Director of the Department of Science and Technology of Can Tho city, informed that the city has synchronized the administrative procedure settlement information system after merging 3 localities (Can Tho city, the former Hau Giang province and the former Soc Trang ) for 120 units; 14 departments, branches and 103 communes and wards with 8,851 created accounts (5,615 accounts for officials, 3,167 accounts for citizens, 69 accounts for businesses).

The system has completed its official connection with the National Public Service Portal since June 30 to ensure the system operates smoothly after the restructuring of the apparatus, administrative units and local government organizations at 2 levels. The system has synchronized 2,151 administrative procedures, completed connection with other systems such as the Public Service Portal of the Ministry of Public Security; VBDLIS land management software; System for monitoring and measuring the level of provision and use of digital government services (EMC System).

According to statistics from the Can Tho Administrative Procedures Information System, from July 1-13, units, departments, branches and 103 communes and wards received 16,581 records (of which, 9,075 were online records), the number of records being processed was 7,121 records, the number of records stopped/cancelled was 26 records.

“Up to this point, the systems have been operating smoothly and continuously, meeting work requirements and resolving administrative procedures for people. At the same time, over 2,000 city administrative procedures and over 300 commune-level administrative procedures have been continuously updated and connected to the National Data Portal and the Government Electronic Information Portal for smooth implementation. Currently, people anywhere can come to all public administrative service centers to request administrative procedures for individuals and organizations," said Mr. Ngo Anh Tin.

Applying digital transformation in the context of operating a two-level local government not only helps maintain continuous management activities when changing administrative boundaries but also creates a modern, transparent administration that aims at people's satisfaction. Can Tho is gradually perfecting the system, improving staff capacity; at the same time, investing in information technology infrastructure so that the government can operate to serve the people effectively./.
