
On the morning of October 23rd, the Union of Science and Technology Associations of Hai Duong province organized a workshop to consult and provide feedback on the adjustments to the Hai Duong Provincial Urban Development Program until 2030.
Attendees included leaders from the Department of Construction; the Vietnam Construction Environment Association, the Vietnam Architects Association, the Provincial Senior Citizens Association, the Provincial Construction Association, the Provincial Architects Association, and the Provincial Architects Club.

At the workshop, representatives from the Department of Construction presented a summary of some of the revised contents of the Hai Duong province's urban development program until 2030.
The Hai Duong Provincial Urban Development Program until 2020, with a development orientation until 2030, was approved by the Hai Duong Provincial People's Committee in 2017. In April 2024, the Provincial People's Committee decided to approve the plan to organize the preparation of adjustments to the Hai Duong Provincial Urban Development Program until 2030 to align with the provincial planning, national urban development goals, and current urban development standards. Simultaneously, it outlines a roadmap and investment solutions to improve weak and deficient urban criteria, aiming to build a Hai Duong provincial urban system based on the criteria of a "green, smart, and modern city".

The target for Hai Duong is to have 16 urban areas by 2025, with an urbanization rate of 45%; and 28 urban areas by 2030, with an urbanization rate of 55%.
The scope of the program adjustment study covers the entire natural area, with a scale of 1,668.28 km2, comprising 12 subordinate district-level administrative units and 235 commune-level administrative units.
At the workshop, delegates assessed the draft of the revised Urban Development Program of Hai Duong province until 2030 as well-prepared, well-structured, and having summarized the current state of urban development, highlighted existing shortcomings and limitations, and forecasted urban development until 2030...

Delegates suggested reviewing the name, possibly adopting a new name, "Hai Duong Province Urban Development Program until 2030," which would build upon the previous program. The revised planning program needs to clarify the direction, outlining specific timelines for each stage of development for urban areas such as Binh Giang, Chi Linh, Hai Duong City, Kinh Mon, etc. The goals for Hai Duong's urban development should be more specific, identifying its strengths and unique characteristics. Criteria for technical infrastructure should be added, along with policy and mechanism solutions to support and attract investment. Some aspects, such as industrial zones and clusters, should not be included extensively in the revised plan as they are already covered in the provincial plan.
The delegates also suggested that more methods are needed to assess the current state of Hai Duong's urban areas; the current urban status is inseparable from the rural areas, and this relationship will create a unique identity for the province. In addition, it is necessary to assess the relationship between Hai Duong's urban areas and surrounding urban areas, thereby helping to envision the future urban system...
