No matter how difficult the circumstances, the people here never give up, refusing to be constrained; this is a shining example of their character. A prominent characteristic of the people in this city is their unwavering spirit. They are always dynamic, practical, generous, and compassionate. The identity of the people in a region originates first and foremost from its indigenous inhabitants. Then, over time, new generations, through harsh experiences, strengthen and further illuminate the qualities of the pioneering generation.

No matter how difficult the reality, it's like compressing a spring until it's tightly closed. When it's finally released, that spring contains the immense power of millions of people. Compression is for release. The socialist-oriented market economy began with the breakthrough efforts of the Ho Chi Minh City leadership at that time. The new reality, stemming from what was achieved, fueled the accumulated impulses that could not be lost in so many people who yearned for progress. By breaking through old barriers, being completely self-reliant, and being creative, one can truly thrive. But breakthroughs that deviate from precedent and create something new must be accompanied by a spirit of taking responsibility. Being straightforward isn't about hurting anyone, but about wholeheartedly serving the people and getting things done.
A series of unprecedented initiatives have emerged and been encouraged. The reform process has had a profound impact on Ho Chi Minh City, helping it become the economic engine of the country. Innovation is the driving force behind growth. Soaring labor productivity and strong growth efficiency have formed the basis for attracting significant foreign investment. This has been followed by remittances from around the world , fueled by confidence.
As living standards gradually improve, city dwellers become more generous in sharing with localities affected by natural disasters, floods, or anyone in greater need. The devastating floods of the Year of the Snake (2015), or the Covid-19 pandemic a few years ago, with all the hardships everywhere… were alleviated thanks to the selfless sharing of this land steeped in generosity and compassion. Saigon - Ho Chi Minh City people are always dynamic and vibrant, but not boisterous. They value chivalry and defend the vulnerable. The spirit of "not tolerating injustice" is not only found in the story of Luc Van Tien but has been passed down through generations. Even more surprisingly, even in times of hardship, city dwellers remain generous, readily giving to help those in need without calculation.

Compared to 30 years ago, Ho Chi Minh City has undergone countless changes. Those who have returned from afar can easily get lost amidst the many new developments. Previously, Ho Chi Minh City only had the Can Gio sea; now, it stands before the ocean in an expanded space after the merger of Binh Duong and Ba Ria-Vung Tau. The ocean not only represents expanding trade but also requires a broad, open-minded perspective towards the vast sea. Standing tall to welcome the East Sea demands new accumulated strength, creating a new stature. The identity of the people of Saigon - Ho Chi Minh City - is once again tested, further solidifying its inherent character. History never stands still but always moves forward. The desire to do more for the country is the driving force behind this city's unprecedented achievements and position. The expansion of administrative boundaries breaks down old limitations. Even so, the people of Ho Chi Minh City retain the strong character forged through the patient flow of time. What's past is past, don't dwell on it; that's why the people here are open, sharing, hospitable, and empathetic.

Ho Chi Minh City has a street named after Nguyen Huu Canh – a commander sent by Lord Nguyen to govern the South over 300 years ago. With his talent and vision, Gia Dinh province was formed, along with Tran Bien and Phien Tran garrisons. These ancient landmarks laid the foundation for this city. And then, as it is today, the story of its expansion continues. The city still has ancient oil trees standing tall on the sidewalks of Nguyen Dinh Chieu street (Saigon ward), remnants of the vast oil forests of the pioneering era. Streets named after our ancestors serve as reminders of the past. Time flows on, but the sediments and archaeological sites silently tell a part of the past… With the flow of time, things are sometimes one way and sometimes another. Sometimes it rises strongly, sometimes it is pensive and feels pain for having made the wrong choices. But after all, life must move forward. Learning from one's own mistakes will make one's journey even more valuable.
To truly become a city of stature, it's essential to first address and resolve policy, traffic, and environmental bottlenecks. Therefore, millions of people in Ho Chi Minh City rejoiced when city leaders decided to open up the road along the Nha Rong - Khanh Hoi port. With the current four-lane road becoming eight lanes, traffic congestion will no longer exist. It's also wonderful that the land previously intended for commercial housing development has been transformed into a multi-functional space. Public facilities, the Ho Chi Minh Cultural Space, lush green parks, and an international passenger port will blend seamlessly. This new form of culture and education will create a green space that fosters a peaceful atmosphere. It's no coincidence that every resolution emanating from this city follows a concentric circle, taking the aspirations of its people as its foundation. These include newly built parks, wide-open roads, green buses, a smoothly functioning metro system (both elevated and underground), and underground flood control projects. All contribute to a peaceful and tranquil life.
To become one of the top 100 global cities, Ho Chi Minh City will undoubtedly face unprecedented challenges. The city must draw new impetus from its accumulated history and through continuous learning. The ocean beckons the future, and the ocean always presents turbulent waves that can only be overcome with courage. But no matter what we talk about, no matter what challenges we face, the solution always comes back to the open-minded, kind, and courageous people of this land. Their personalities and abilities differ, but for over 300 years and in the last 50, all those who have lived here have contributed to every change and transformation. The identity inherited from our ancestors blends with the efforts of those living now and future generations, creating boundless momentum. Successive generations, together, propel the city forward with powerful and optimistic energy.
