The area from Thanh Hoa to Ha Tinh , the Central Highlands and the South will have scattered showers and thunderstorms, some places will have heavy rain with rainfall of 10 - 30 mm, locally over 60 mm, in thunderstorms there is a possibility of tornadoes, lightning, hail and strong gusts of wind.
Localized heavy rains are likely to cause flash floods on small rivers and streams, landslides on steep slopes and flooding in low-lying areas. Warning level 1 of natural disaster risk due to tornadoes, lightning and hail.

The National Center for Hydro-Meteorological Forecasting predicts that from 4:30 p.m. to 9:30 p.m. on July 13, the provinces of Son La, Khanh Hoa and Lam Dong will continue to have rain with accumulated rainfall ranging from 20 to 40 mm, with some places exceeding 80 mm.
Risk of flash floods on small rivers and streams, landslides on steep slopes in the above provinces, especially in the following communes/wards: Ta Xua; Chieng Hac, Chieng Lao, Chieng Mai, Chieng Mung, Long Phieng, Mai Son, Muoi Noi, Muong Chanh, Muong Khieng, Muong La, Chieng An, Phieng Cam, Phieng Khoai, Ta Hoc, Xim Vang (Son La province); Bac Ai, Tay Khanh Son; Anh Dung, Bac Ai Tay, Bac Khanh Vinh, Dien Tho, Khanh Son, Khanh Vinh, My Son, Nam Khanh Vinh, Ninh Son (Khanh Hoa province); Cu Jut, Dak Mil, Dam Rong 2, Duc Linh, Hoai Duc, Lac Duong, Quang Hoa, Quang Son, Ta Dung, Tra Tan, Tuy Phong (Lam Dong province).

From 12:00 to 15:00 on July 13, the above provinces had moderate to heavy rain such as: Lang Cheu 2 (Son La) 67.6 mm; Thanh Son 3 (Khanh Hoa) 69.8 mm; Phan Dung (Lam Dong) 44.8 mm, Thuan Hoa (Lam Dong) 44.6 mm.
Soil moisture models show that some areas in the above provinces are nearly saturated (over 85%) or have reached saturation. Heavy rains are likely to cause flooding in low-lying areas, urban and industrial areas; flash floods on small rivers and streams, and landslides on steep slopes.
Flash floods and landslides can have very negative impacts on the environment, threaten people's lives; cause local traffic congestion, affect the movement of vehicles; destroy civil and economic works, causing damage to production and socio-economic activities.
The hydrometeorological agency noted that people need to regularly update the latest hydrometeorological forecast information on the official mass media of the Central and local levels to proactively respond, and at the same time recommended that the authorities in the affected localities pay attention to reviewing the flow bottlenecks and vulnerable locations in the area to take preventive measures.
According to the guidance of the Department of Dyke Management and Natural Disaster Prevention and Control (Ministry of Agriculture and Environment), in the face of the above situation, affected areas should closely monitor developments of heavy rain, floods, flash floods, landslides, and promptly and fully inform authorities at all levels and people to proactively prevent, respond, and minimize damage.
Localities deploy shock forces to inspect and review residential areas along rivers, streams, and low-lying areas to proactively organize the relocation and evacuation of people in areas at high risk of deep flooding, flash floods, and landslides; organize forces ready to control and direct traffic, and place warning signs, especially through culverts, spillways, and areas with deep flooding and fast-flowing water; proactively arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.
