Warning, dismissal of Principal of Pham Ngoc Thach University of Medicine

On May 12, the Ho Chi Minh City People's Committee issued a decision to assign and arrange work for relevant leaders of Pham Ngoc Thach University of Medicine.

Accordingly, Mr. Nguyen Thanh Hiep, Deputy Secretary of the Party Committee, Vice Chairman of the University Council, Principal of Pham Ngoc Thach University of Medicine, was assigned to take up the task and work at the Ho Chi Minh City Department of Health . Mr. Hiep's specific tasks were assigned by the Director of the Department of Health.

Mr. Nguyen Thanh Hiep, Deputy Secretary of the Party Committee, Vice Chairman of the University Council, Principal of Pham Ngoc Thach University of Medicine was disciplined and transferred to another job.

Salary and allowances (if any) of Mr. Nguyen Thanh Hiep will be paid by the receiving unit according to regulations. The decision takes effect from the date of signing and promulgation.

On the same day, the Ho Chi Minh City People's Committee issued a decision to assign Mr. Nguyen Dang Thoai, Party Committee member and Vice Principal of Pham Ngoc Thach University of Medicine, to be in charge of leading, managing, operating activities, conducting financial transactions and performing the duties of the Principal of Pham Ngoc Thach University of Medicine until a decision is made to appoint the Principal of Pham Ngoc Thach University of Medicine according to regulations.

On April 26, the People's Committee of Ho Chi Minh City issued a decision to discipline Mr. Nguyen Thanh Hiep with a warning in accordance with Clause 2, Article 1 of Decree No. 71/2023/ND-CP.

Previously, on April 4, the Ho Chi Minh City Party Committee's Inspection Committee reviewed and disciplined 1 party organization and 3 party members. Of which, Mr. Nguyen Thanh Hiep, Principal of Pham Ngoc Thach University of Medicine, was disciplined by the Ho Chi Minh City Party Committee's Inspection Committee with a warning.

According to the Inspection Committee of the Ho Chi Minh City Party Committee, during the period from August 2022 to August 2024, in his role as Deputy Secretary of the Party Committee of Pham Ngoc Thach University of Medicine, term 2020 - 2025, Mr. Hiep was jointly responsible for the shortcomings and violations of the Party Committee of Pham Ngoc Thach University of Medicine.

The principal arbitrarily issued two documents in violation of regulations.

In early May 2025, Mr. Nguyen Thanh Hiep - Principal of Pham Ngoc Thach University of Medicine issued two urgent documents related to the establishment of the university's 2025 basic professor council.

On May 9, the Party Executive Committee of the 10th term of Pham Ngoc Thach University of Medicine held an extraordinary meeting to discuss issues related to the establishment of the Basic Professors Council in 2025. The Party Committee of the school issued a resolution on the leadership of the establishment of the Basic Professors Council in 2025, agreeing to revoke Decision No. 1576 dated May 7 of the principal on the establishment of an inspection team for the activities of the scientific and training council of Pham Ngoc Thach University of Medicine related to the proposal to establish the Basic Professors Council in 2025.

At the same time, the principal is assigned to urgently implement and report to the Party Committee before May 12; urgently establish the 2025 Basic Professor Council and report to the Party Committee before May 14.

According to the conclusion announcement of the school's Party Executive Committee on May 7 regarding issues related to the establishment of the 2025 Basic Professors' Council, some actions of the principal have directly affected the reputation of Pham Ngoc Thach University of Medicine in general, the school's scientific and training council and the 2025 Basic Professors' Council in particular.

The school's Party Executive Committee requested the principal to seriously self-criticize, review and learn from experience and send a review report to the Party Committee before May 16.
