BHG - At around 11:30 p.m. on April 23, after finishing his patrol and security control shift in the assigned area, Major Dang Ngoc Cuong, an officer of Tran Phu Ward Police (Ha Giang City), on his way home, saw Ms. Ma Thi Say, residing in Thuan Hoa Commune, Vi Xuyen District, lying on the sidewalk of Nguyen Thai Hoc Street, Group 7, Tran Phu Ward, Ha Giang City, showing signs of labor, with her husband beside her frantically looking for help.

Realizing the urgent situation, Major Dang Ngoc Cuong immediately called an ambulance and together with the local people assisted the mother while waiting for the ambulance to arrive. However, due to the rapid labor, Major Cuong did not hesitate to join a female nurse from the Provincial General Hospital who happened to be passing by to assist the mother in giving birth on the spot, keeping both mother and child safe.
On the morning of April 24, at the Provincial General Hospital, when people came to visit and give gifts, Ms. Say emotionally shared: “If it weren’t for the timely help of the police officer, the nurse and everyone, I don’t know what would have happened. I am very grateful to everyone.”
The humane, responsible and devoted actions of Major Dang Ngoc Cuong and the female nurse of the Provincial General Hospital have spread widely and are highly appreciated by the people for their spirit of serving the people.
