Towards the 20th Congress of Cao Bang Provincial Party Committee, term 2025 - 2030 and the 14th National Congress of the Party, the Party Committee, government and people of all ethnic groups in Cao Bang province have simultaneously launched many extensive patriotic emulation movements, rich in content and diverse in form. The movements not only create a vibrant atmosphere in the whole society, but also become an important driving force contributing to the successful completion of socio-economic development goals, maintaining national defense and security in the 2020 - 2025 term.

Cao Bang Provincial Party Committee has issued 02 Plans on propaganda and promoting propaganda for Party Congresses at all levels, the 20th Provincial Party Congress, and the 14th National Party Congress (Plan No. 390-KH/TU, dated November 19, 2024; Plan No. 499-KH/TU, dated July 21, 2025). Accordingly, Party committees and authorities at all levels in the province have promoted propaganda work and launched movements to encourage and motivate cadres, Party members, civil servants, public employees, workers, armed forces and people of the whole province to promote the tradition of patriotic emulation, solidarity, and strive to complete the political goals and tasks for the 2020-2025 term.

The Provincial People's Committee issued Directive No. 15/CT-UBND dated December 2, 2024 on launching emulation movements to welcome the 20th Provincial Party Congress, towards the 14th National Congress of the Party, the 6th Cao Bang Provincial Patriotic Emulation Congress, towards the 11th National Patriotic Emulation Congress; at the same time, directing agencies, units and localities to continue to promote and be determined to implement emulation movements being deployed in the province; 100% of agencies, units and localities participating in emulation blocks and clusters in the province have promoted the organization of emulation movements suitable to the practical situation of each agency, unit and locality, especially after the 2-level local government apparatus (province - commune) officially operated, paying attention to concretizing emulation goals and emulation contents associated with key tasks, breakthroughs, new or difficult-to-implement issues, in order to mobilize the combined strength and active participation of the entire political system to strive to successfully complete the set goals.

Propaganda work was carried out synchronously in many forms, such as: conferences, party cell activities, visual propaganda, television, press... Notable are the columns of Cao Bang Newspaper: "Patriotic emulation" broadcast 1 issue/week; "Party building" broadcast 1 issue/week; "Studying and following Ho Chi Minh's ideology, morality and style" broadcast 2 issues/month; Journalism contest on "Examples of good people - good deeds, typical advanced examples". Thereby, many typical collective and individual examples were discovered and replicated, the patriotic emulation movement received the response and active participation of a large number of cadres, party members and people in the province, contributing to the completion of the goals and tasks of socio -economic development, ensuring national defense and security of the term.

Thanks to the widespread enthusiasm of emulation, Cao Bang has achieved and exceeded the plan in 12/18 main targets of the Resolution of the 19th Provincial Party Congress, term 2020 - 2025. The province's economy has gradually recovered and developed after the COVID-19 pandemic, the economic scale continues to expand and people's income is increasing; the average GRDP growth rate in the period 2021 - 2025 is estimated at 4.46%/year. GRDP at current prices in 2025 is estimated at 28,618 billion VND, 1.5 times higher than the economic scale in 2020. GRDP per capita reached 50.73 million VND/year, 1.4 times higher than in 2020. Cao Bang has become a bright spot in border trade with a total import-export turnover of over 4.4 billion USD; Budget revenue from border gates accounts for 46% of the total revenue of the province. Culture - society has many improvements, fundamental and comprehensive innovation in education and training associated with human resource development requirements in the digital transformation period. National target programs have been implemented synchronously, contributing to changing the appearance and life of rural residents; the poverty rate has decreased by an average of 4.24%/year. The operation of the local government apparatus at 02 levels (province - commune) has initially stabilized. National defense - security has been maintained, strictly implementing regulations on combat readiness; firmly grasping the situation of borders, inland, natural disasters, epidemics; the political security situation, social order and safety in the whole province are basically stable; strengthening inspection and examination of the implementation of legal regulations on anti-corruption and waste.

Along with the special emulation movement to achieve achievements in welcoming the 20th Congress of Cao Bang Provincial Party Committee, towards the 14th National Party Congress, the province has continued to deploy and proactively launch specialized emulation movements. The emulation movements have aroused the will of self-reliance, self-strengthening, promoted the strength of national solidarity, creating a driving force to promote all areas of development. A series of programs and movements are being deployed synchronously, closely linked with the province's key tasks, such as: Completing the project to invest in building the Dong Dang (Lang Son) - Tra Linh Cao Bang Expressway); Commemorating the 80th anniversary of the first General Election to elect the National Assembly of Vietnam (January 6, 1946 - January 6, 2026); 200 days and nights of striving to achieve the target of 8% economic growth by 2025;... Each movement not only has political significance, but also directly contributes to improving life, consolidating and strengthening the people's trust in the Party and the State. Through emulation movements, 494 collectives and 452 individuals with outstanding achievements were commended by the Chairman of the Provincial People's Committee.
