The directives from the Provincial Party Secretary focused on urgent solutions to protect the coastline, beautify coastal areas, address long-standing issues, and create a new look for the Nhat Le beach tourist area and Dong Hoi city.

Given the serious erosion and encroachment on the Nhật Lệ coastline, with many sections of the newly constructed seawall collapsing, the Provincial Party Secretary requested the Provincial People's Committee, the Department of Agriculture and Environment, and the Department of Construction to urgently study options for constructing an offshore underwater wave dike to reduce wave energy and create conditions for the formation and stabilization of natural sandbanks.
According to Party Secretary Nguyen Van Phuong, the solution of building an underwater breakwater is consistent with the orientation of coastal urban development and sustainable tourism, helping to reduce wave reflection and not fragment the sea space. In addition, the Provincial Party Secretary requested that the dredged sand from rivers and estuaries be utilized to fill and reclaim the Nhat Le beach, serving the needs of tourists for sightseeing and swimming.
The Provincial Party Secretary stated that the overuse of seawall construction in recent years has led to the loss of natural beaches; in reality, this solution is both costly and ineffective. The traditional approach to seawall construction based on hydraulic engineering principles has revealed many limitations and is no longer suitable for the context of climate change and the current socio -economic development requirements.
"Regarding the ongoing construction projects of the Nhat Le seawall, a thorough review is necessary; any unsuitable areas must be adjusted immediately. We must protect the natural coastline at all costs. Locals and tourists need beautiful scenery, open spaces, and sandy beaches, not just concrete everywhere," the Provincial Party Secretary emphasized.
According to the Quang Tri Provincial Department of Finance, the Nhat Le coastline has recently been experiencing severe erosion and landslides, with the situation of sedimentation becoming increasingly complex. The erosion is occurring rapidly, disrupting the landscape of the beach area and threatening to completely destroy Nhat Le beach, affecting Bao Ninh beach, and causing siltation at the river mouth, reducing flood drainage capacity. To address the erosion and landslides, limit siltation at the river mouth, and reduce the risk of flooding in Dong Hoi and the Le Thuy - Quang Ninh region, while maintaining the beach for tourism development, the Quang Tri Provincial People's Committee has requested the central government to allocate approximately 3,000 billion VND to invest in the construction of projects to regulate and prevent siltation at the Nhat Le river mouth.

Besides solutions to protect the Nhat Le coastline, the Provincial Party Secretary requested the Provincial People's Committee to urgently invest in expanding Truong Phap road (the road along the Nhat Le coastline), starting from the intersection with Le Thanh Dong road and extending northward, with a width of 32 meters; synchronizing the underground technical infrastructure system, connecting with parks and landscapes, and simultaneously allocating lanes for bicycles. During the design process, attention should be paid to lowering the sidewalk level, ending the current situation of high, stepped sidewalks and inconsistent elevation adjustments.
The Provincial Party Secretary also requested the Provincial People's Committee to reorganize the coastal area in a way that is synchronized and harmonious between natural landscapes and architectural works; and to increase public spaces such as squares and parks to better serve the living and recreational needs of residents and tourists.
One important issue that the Provincial Party Secretary requested immediate attention to was the definitive resolution of the relocation of restaurants along the beach. Accordingly, the Provincial People's Committee must organize the relocation of all 29 restaurants (in Dong Hoi ward) whose land leases expire in 2025 to restore an unobstructed beach space. At the same time, the project to build a 6.9-hectare commercial service area, already planned, must be immediately implemented and auctioned off to facilitate the relocation of businesses, ensuring livelihoods for residents while re-establishing order in the coastal area.
Assessing the current state of the Nhat Le beach tourist area, the Provincial Party Secretary stated that the area has enormous potential but is currently desolate, deserted, messy, and lacking vitality, with many abandoned projects. Therefore, the Provincial People's Committee needs to take strong measures against slow-progressing projects along the Nhat Le coastline; urgently consider adjusting, terminating, or revoking them in accordance with the law.
The Provincial Party Secretary also agreed with the proposal of the Vice Chairman of the Quang Tri Provincial People's Committee, Phan Phong Phu, to allow the formation of residential and commercial areas along the Nhat Le coastal road (Dong Thuan ward section) to create more vitality and promote urban and coastal tourism development. At the same time, the plan includes the arrangement of tourism service areas on the beach such as sports areas, food courts, and comprehensive service areas to improve service quality and extend the length of stay for tourists.
In addition, the province is orienting the development of a coastal pedestrian walkway combined with service, trade, culinary, and tourism activities, gradually forming a distinctive tourism product and contributing to promoting the development of the night-time economy.
The Quang Tri Provincial Department of Finance announced that two investors have proposed studying the feasibility of implementing the Nhat Le Coastal Park and Commercial Service Area project. Accordingly, the Nhat Le 1 study area covers 24.8 hectares; the Nhat Le 2 study area covers 24.6 hectares, with components including public areas, commercial and service areas, a plaza, green spaces, sports and water features, technical infrastructure, transportation, seawalls, and coastal sand dunes.
