Issuing ownership certificates to buyers of car parking spaces.

On May 8th, Task Force 1645 held a meeting and resolved the issue of issuing ownership certificates to 281 people who purchased parking spaces at Him Lam Riverside apartment complex.

According to a report from the Ho Chi Minh City Land Registration Office, apartment blocks A2 and A3 (Him Lam Riverside apartment complex) in the Him Lam residential area, Tan Hung ward, Ho Chi Minh City, are developed by Him Lam Joint Stock Company, with a total of 884 apartments and 281 parking spaces.

The project land was allocated by the Ho Chi Minh City People's Committee to Him Lam Joint Stock Company in 2006 for the investment and construction of a residential area with a total area of ​​583,291 m². This includes 263,023 of residential land, comprising townhouses, villas, and apartments; 47,055 for green spaces and sports facilities; 57,905 for public works; and 215,307 for transportation infrastructure.

In 2015, the State Inspection Department for Construction Quality, Ministry of Construction, inspected and approved the project for commissioning. The project also received fire safety certification.

Customers who purchase parking spaces at Him Lam Riverside apartment complex will be issued ownership certificates.

The investor completed the payment of land use fees and registration fees for the project in 2009. The Department of Agriculture and Environment issued a certificate of land use rights, ownership of houses and other assets attached to the land (land title certificate) to Him Lam Joint Stock Company for the basement parking area 1 (floor area 1,221.5 m2 ), with 98 parking spaces, and the basement parking area 2 with 183 parking spaces (floor area 2,276.5 m2 ) under the form of private ownership.

The investor's representative also stated that they had handed over all operational and management responsibilities, including the community center, motorbike parking basement, and maintenance costs for the commercial area and car parking spaces, to the Management Board since 2019.

Regarding the project's infrastructure, the company is awaiting confirmation from the state authorities before handing it over to the state for management and operation.

In addition to agreeing to issue ownership certificates to buyers of parking spaces, Task Force 1645 also agreed to issue ownership certificates to homebuyers in many other projects.

According to a representative from the Department of Construction, Decision No. 108/2008 approving the Him Lam housing project includes 1,197 apartments, approximately 6,411.35 of commercial and service space, and approximately 24,104.1 of parking space.

Meanwhile, common areas include corridors, lobbies, utility shafts, technical rooms, community rooms, technical floors, and areas for parking motorcycles and bicycles.

"The parking space is the private property of the investor, who has the right to buy and sell it," a representative from the Department of Construction stated.

According to Mr. Than The Hung, Deputy Director of the Ho Chi Minh City Land Registration Office, the Department of Construction has determined that the underground parking garage is the private property of the investor, and the Department of Agriculture and Environment has also issued a land ownership certificate for this area to the investor as private property. Therefore, the buying, selling, and issuance of land ownership certificates to buyers of parking spaces is in accordance with the law.

After hearing presentations from all parties, Mr. Nguyen Toan Thang, Director of the Department of Agriculture and Environment and Head of Task Force 1645, agreed with the investor's proposal to issue ownership certificates to buyers of parking spaces at Him Lam Riverside apartment complex.

Task Force 1645 also agreed to resolve obstacles in issuing land ownership certificates to homebuyers at the Nam Long residential area project (invested by Nam Long Investment Joint Stock Company), the City Gate Towers high-rise apartment complex (invested by Hung Thanh Construction, Trading, Service and Production Company Limited), the housing area in Tan Thoi Hiep ward (invested by Tan Tien Construction and Embroidery Investment Joint Stock Company), and the Tan Xuan residential area (invested by Dat Gia Housing Consulting and Business Company Limited).
